ZEREZ certificate register valid from February 2025
ZEREZ has been the legally mandated digital register for all unit and component certificates in the German electricity grid since February 2025. Without a valid ZEREZ ID for inverters or large-scale storage systems, the commissioning or grid connection of decentralized generation systems will be legally impossible in the future.

With a record addition of 16.2 GW, total solar power capacity increased to nearly 100 GW in 2024. Low module prices and accelerated procedures drove the expansion, with Bavaria remaining the leader at 4 GW and balcony power plants doubling their share to 400 MW.

SAIDI value 2023: High security of supply in Germany
The 2023 SAIDI value, with an average outage duration of just 12.8 minutes, demonstrates the remarkable stability of the German power grid compared to other countries (U.S.: 78 min.). Despite renewable energy accounting for over 50% of the mix, supply reliability remains virtually constant, underscoring the high quality of the local grid infrastructure.

Saxony-Anhalt: Battery storage support program
Depending on their size, companies receive 30 to 50 percent funding for storage systems, management software, and planning services, which cuts the investment’s payback period in half. With a budget of 11 million euros, the state of Saxony-Anhalt is providing targeted support for the efficient grid integration of green energy for private and public entities.

Development of battery storage revenues
Since 2020, revenues for battery storage systems have been continuously increasing, with values of up to €195,000 per MW achieved in 2024. The trend is moving away from pure primary control power towards cross-market optimization that combines arbitrage business on the spot market with SRL marketing.

Electricity price components 2025: levies & charges
Starting in 2025, the offshore grid charge will increase to 0.816 ct/kWh and the KWKG levy to 0.277 ct/kWh, while EEG funding will now be financed through the federal budget. The new „Surcharge for Special Network Usage“ (1.558 ct/kWh) will also distribute the costs for regional grid expansion more evenly across all electricity consumers nationwide for the first time.

A key figure model will identify distribution network operators facing future burdens, allowing them to offset their additional costs through a nationwide compensation mechanism. This reform is intended to reduce regional electricity price differences and thus strengthen acceptance for the further expansion of wind and solar power plants throughout Germany.

NRW: Open-space PV support program
NRW is supporting the doubling of solar power capacity by 2030 through grants for feasibility studies (max. €35,000) and the construction of innovative PV systems on water or agricultural land. As only a fraction of the budget has been utilized, the program offers companies high planning certainty and attractive bonuses for self-consumption projects.

Increasing loads from electric cars, heat pumps, and renewable energy feed-in require the expansion of over 800,000 km of cable networks and thousands of transformers. Political mandates for underground cables are massively driving up costs.

Production costs for PV battery systems are falling
According to Fraunhofer ISE, the generation costs for PV battery systems are already lower today than those of conventional coal and nuclear power plants. Solar parks remain the cheapest source at 4.1-6.9 cents, with falling storage prices potentially enabling costs of only 3.1 cents/kWh by 2045.

By 2045, grid investments will rise to around 528 billion euros to implement 18,000 km of new transmission lines and offshore connections for doubled electricity consumption. Expensive underground cable requirements, global material shortages, and the connection of decentralized renewable energy systems are driving costs far beyond previous forecasts.

Reform of grid fee rebates for industry planned
The planned reform transforms grid fees into control signals: Discounts will be available in the future for increased load during times of high renewable energy feed-in and throttling during scarcity. This promotes industrial flexibility, relieves the power grids, and is a central component of the new German energy strategy for integrating volatile energy sources.

"Utilization instead of curtailment 2.0" to avoid grid bottlenecks
Starting in October 2024, the two-year pilot phase of „Utilize Instead of Curtail 2.0“ will commence, making surplus electricity from renewable energies usable for sector coupling and storage. The goal is to avoid costly curtailments without losing sight of the necessary grid expansion.

Nuclear Power Plant Safety Act (KWSG): New levies expected
The new Power Plant Security Act aims to secure the electricity supply through hydrogen-ready gas power plants, but it comes with new financial burdens. Starting in 2028, an additional levy on electricity prices is threatened to refinance the multi-billion investments in the necessary reserve capacities.
