Germany's energy balance: PEV, BEEV, BSV & BSE at a glance

Four key figures that depict the German energy balance from different perspectives—yet are frequently confused. Our overview shows the differences, connections, and why the right key figure is crucial for PV and BESS projects.

Why are there four different metrics?

German and European energy statistics deliberately distinguish between different observation levels because each metric answers a different question.

  • How much total energy does Germany consume, regardless of what for? PEV
  • How much energy actually reaches the consumers, across all sectors (electricity, heating, transport)? → BEEV
  • How much electricity is consumed in Germany, regardless of whether it was domestically produced or imported? BSV
  • How much electricity is actually generated in Germany, regardless of whether it is consumed domestically or exported? BSE

This differentiation is not an academic exercise. EEG expansion targets refer to the gross electricity consumption, EU climate targets to the gross electricity generation, and overall energy policy assessments (such as the Energy Efficiency Act) to primary energy consumption. Anyone who cites the wrong metric is quickly comparing apples to oranges.

How are the four key figures related?

PEV → BEEV: The BEEV is always smaller than the PEV because losses occur during the conversion of primary energy into usable final energy – for example in power plants or refineries. In 2025, the PEV was around 2,931 TWh and the BEEV around 2,333 TWh. The difference of around 600 TWh essentially corresponds to the conversion and transmission losses of the energy system.

BEEV ⊃ BSV: The BSV, as a measure of electricity consumption alone, is a subset of the BEEV, which also includes heat, cooling, and transportation fuels. In 2025, electricity consumption (526 TWh) accounted for approximately 23 % of the total BEEV (2,333 TWh)—a figure that is likely to rise as the electrification of heating and transportation progresses.

BSV ↔ BSE: Both refer to the same electricity sector, but differ by the foreign trade balance: gross domestic electricity generation plus net imports approximately equals domestic electricity consumption. Until 2022, generation was greater than consumption (Germany was a net exporter); since 2023, the reverse is true. Gross generation (around 509 TWh) is below consumption (around 526 TWh) – electricity imports cover the difference of around 19 TWh.

Commonality: The growing share of renewable energy

All four key indicators for Germany’s energy balance show the same underlying trend, albeit at different rates. The share of renewable energy is rising, most rapidly in the electricity sector (BSV: 55.1 % in 2025) and significantly more slowly for the total BEEV (23.8 %), as the heating (19.0 %) and, above all, transportation (8.0 %) sectors are structurally lagging behind. In the PEV, the growing share of renewable energy leads, for methodological reasons, to a disproportionately large decline in the total value, because renewable electricity is included in the balance sheet without conversion losses.

What does that mean for BESS and PV projects?

For everyday classification, a simple rule of thumb is usually sufficient: PEV and BEEV are the right key figures when it comes to the economy-wide energy transition – such as efficiency, sector coupling, or climate targets across all energy sources. BSV and BSE are the relevant key figures for everything directly related to the power system – and thus also for battery energy storage systems and photovoltaics: The growing share of renewable energies in gross electricity consumption drives the need for flexibility, while the development of gross electricity generation shows how the generation portfolio is structurally changing.

What is the difference between primary energy consumption and gross electricity consumption?

Primary energy consumption (PEC) encompasses Germany's total energy use—electricity, heat, fuels—before any conversion. Gross electricity consumption (GEC) focuses exclusively on the electricity sector and is therefore a significantly smaller subset of the energy system.

Is gross electricity generation greater or smaller than gross electricity consumption?

That depends on foreign electricity trade. Until 2022, gross electricity generation in Germany was greater than gross electricity consumption (net export); since 2023, it has been the other way around. Germany imports electricity on balance, so generation is therefore lower than consumption.

Why do PEV, BEEV, BSV and BSE have different EEG and climate targets?

Each indicator reflects a different level of the energy system and is therefore addressed within its own legal framework. The EEG 2023 targets the electricity sector (BSV, 80 % by 2030), the National Energy and Climate Plan targets total final energy consumption (BEEV, 41 % by 2030), and the Energy Efficiency Act focuses on total primary energy consumption (PEV, a reduction of 39.3% by 2030 compared to 2008).

Which metric is most important for the energy transition?

None of the four key figures alone provides a complete picture. The PEV shows overall efficiency progress, the BEEV shows progress across all consumption sectors, and BSV/BSE together illustrate how the power system—the core of the energy transition—is developing.
