Current photovoltaic obligation for companies
- Country-specific regulations already apply
- Company parking lots & commercial halls are affected
- PV obligation to be standardized
Another measure to reduce CO₂ emissions is the Photovoltaic obligation for companieswhich the current federal government has agreed in the coalition agreement with uniform regulations for new private and commercial buildings. However, this has not yet been achieved and in the various federal states Different provisions for industry and commerce when sealing new commercial areas and in some cases when renovating commercial roofs or existing buildings.

Solar obligation for commercial and industrial roofs
In most federal states, photovoltaic systems must already be installed in new commercial buildings or roof renovations. This PV obligation applies to non-residential buildings, such as production and logistics centers or office buildings, as well as municipal properties and varies greatly between the individual federal states. However, the European Parliament envisages a uniform solution by 2032 at the latest, which will homogenize the different state laws in Germany by then.
Large parking lots must supply green energy
The current situation is similar with the solar obligation for large commercial parking lots on company premises in Germany. In Bremen, for example, all new large parking lots with 25 parking spaces or more must be equipped with solar modules, while in Schleswig-Holstein the PV obligation only applies to parking lots with 100 parking spaces or more. In general, unlike in France, existing German parking spaces do not yet have to be retrofitted with photovoltaic systems. It remains to be seen whether this regulation will continue to apply after 2032.

Nationwide photovoltaic obligation for companies
A nationwide obligation for companies to install photovoltaics in new buildings is currently only provided for in the coalition agreement between the SPD, FDP and the Greens. Until there is a uniform regulation, only the state-specific laws currently apply. However, experts expect that due to the ambitious climate targets, a uniform federal law will have to oblige companies to install solar systems at least on new buildings or new soil sealing by 2030 at the latest. The question remains as to whether this photovoltaic obligation will then also have to be extended to renovation measures or even to all existing buildings.
