{"id":5022,"date":"2023-02-22T15:20:40","date_gmt":"2023-02-22T14:20:40","guid":{"rendered":"https:\/\/cubeconcepts.de\/?p=5022"},"modified":"2025-04-24T08:41:43","modified_gmt":"2025-04-24T06:41:43","slug":"22-gigawatts-de-puissance-solaire-en-plus-chaque-annee","status":"publish","type":"post","link":"https:\/\/cubeconcepts.de\/fr\/jaehrlicher-zuwachs-von-22-gigawatt-solarleistung-in-planung\/","title":{"rendered":"Une augmentation annuelle de 22 gigawatts de puissance solaire est pr\u00e9vue"},"content":{"rendered":"<p>Afin d'atteindre les objectifs climatiques de Paris, l'amendement de la loi sur les \u00e9nergies renouvelables en mai 2022 a permis d'augmenter massivement les objectifs de d\u00e9veloppement dans le domaine des \u00e9nergies renouvelables. En plus d'un d\u00e9veloppement drastique de l'\u00e9nergie \u00e9olienne, la puissance solaire doit d\u00e9sormais \u00e9galement augmenter de mani\u00e8re significative. Il est ainsi pr\u00e9vu qu'\u00e0 partir de 2025, 22 gigawatts suppl\u00e9mentaires soient produits chaque ann\u00e9e par des installations photovolta\u00efques dans toute l'Allemagne, de sorte qu'en 2030, une puissance totale d'environ 215 gigawatts soit install\u00e9e en Allemagne. En comparaison, la croissance des installations photovolta\u00efques en 2022 - l'une des ann\u00e9es record - \u00e9tait encore de pr\u00e8s de 7,5 gigawatts. La puissance totale actuelle de toutes les installations photovolta\u00efques en Allemagne est donc d'environ 65 gigawatts. Aujourd'hui, environ 70% de l'\u00e9lectricit\u00e9 solaire totale proviennent d'installations photovolta\u00efques install\u00e9es sur des toits ou des fa\u00e7ades et pr\u00e8s de 30% proviennent de parcs solaires.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">La puissance solaire des panneaux photovolta\u00efques au sol doit \u00eatre augment\u00e9e<\/h2>\n\n\n\n<p>Les experts voient un potentiel de d\u00e9veloppement surtout dans les <a href=\"https:\/\/cubeconcepts.de\/fr\/produits\/parcs-solaires\/\">Installations photovolta\u00efques au sol<\/a>C'est pourquoi le cadre juridique et les possibilit\u00e9s de contr\u00f4le des L\u00e4nder ont \u00e9t\u00e9 \u00e9largis. Jusqu'\u00e0 pr\u00e9sent, l'EEG autorisait les parcs solaires sur les surfaces de conversion et, depuis 2017, \u00e9galement sur les zones dites d\u00e9favoris\u00e9es. Cela concernait principalement les surfaces situ\u00e9es dans les zones commerciales et industrielles, ainsi que les vastes bandes p\u00e9riph\u00e9riques des autoroutes et des voies ferr\u00e9es, les surfaces de r\u00e9serve et d'extension des entreprises ou les surfaces de compensation des entreprises et des communes. Il s'agit par exemple de d\u00e9charges d\u00e9saffect\u00e9es, de gravi\u00e8res, de carri\u00e8res, d'installations sportives ou d'anciens terrains militaires. Depuis 2023, les anciennes tourbi\u00e8res, les installations agri-photovolta\u00efques (installations photovolta\u00efques sur\u00e9lev\u00e9es permettant la plantation, l'exploitation et le passage de tracteurs) et les installations photovolta\u00efques flottantes sur les lacs s'y ajoutent d\u00e9sormais. M\u00eame NABU et BUND saluent cette d\u00e9cision et les L\u00e4nder de Bade-Wurtemberg, Bavi\u00e8re, Hesse, Basse-Saxe, Rh\u00e9nanie-du-Nord-Westphalie, Rh\u00e9nanie-Palatinat, Sarre, Saxe et Saxe-Anhalt utilisent d\u00e9j\u00e0 la nouvelle clause d'ouverture.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Proc\u00e9dures d'autorisation acc\u00e9l\u00e9r\u00e9es en vue pour les parcs solaires<\/h2>\n\n\n\n<p>En 2022, la croissance de la puissance photovolta\u00efque au sol \u00e9tait d'environ 2,2 gigawatts. Sur ce total, les parcs solaires particuli\u00e8rement efficaces d'une puissance nominale sup\u00e9rieure \u00e0 1 MWP doivent de toute fa\u00e7on se passer de la r\u00e9mun\u00e9ration de la loi sur les \u00e9nergies renouvelables, ce qui n'a toutefois gu\u00e8re frein\u00e9 les investissements : les taux de r\u00e9mun\u00e9ration d\u00e9termin\u00e9s par la proc\u00e9dure d'appel d'offres \u00e9taient et sont toujours extr\u00eamement lucratifs. Mais pour tripler chaque ann\u00e9e le nombre d'installations solaires, il faut \u00e9galement acc\u00e9l\u00e9rer les proc\u00e9dures d'autorisation. Celles-ci sont soumises \u00e0 la planification communale de l'urbanisme et la commune comp\u00e9tente doit pour cela \u00e9laborer un plan d'urbanisme et modifier le plan d'occupation des sols. Tout cela prend actuellement beaucoup de temps. D\u00e9sormais, un grand projet de parc solaire peut toutefois \u00eatre consid\u00e9r\u00e9 comme \"important pour l'am\u00e9nagement du territoire\" et c'est alors la planification r\u00e9gionale ou nationale qui prend en charge la t\u00e2che de d\u00e9limiter les zones r\u00e9serv\u00e9es et prioritaires.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Diff\u00e9rences r\u00e9gionales de la puissance solaire en Allemagne<\/h2>\n\n\n\n<p>Les chiffres diff\u00e9renci\u00e9s de 2022 concernant la construction d'installations photovolta\u00efques des diff\u00e9rents L\u00e4nder ne sont pas encore disponibles \u00e0 l'heure actuelle. Mais en 2021, la Bavi\u00e8re, le Bade-Wurtemberg et le Mecklembourg-Pom\u00e9ranie occidentale ont enregistr\u00e9 la plus forte augmentation en termes de puissance absolue. Les villes-\u00c9tats sont en queue de peloton. Toutefois, si l'on se base sur la puissance solaire par kilom\u00e8tre carr\u00e9, la Basse-Saxe, la Thuringe, la Hesse et la Rh\u00e9nanie-Palatinat devraient rattraper leur retard de toute urgence.
