Anyone seeking a grid connection will in future have to prove project maturity \u2013 rather than simply being early enough in the queue. What lies behind this paradigm shift, and what does it mean concretely for BESS planning?<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The grid connection bottleneck: Alarming numbers<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Germany's energy transition needs battery storage \u2013 and urgently. The Federal Network Agency (BNetzA) estimates the actual demand at around <strong>80 GW of installed BESS capacity<\/strong> in Germany. However, the core energy market data register (MaStR) currently only contains around <strong>2.4 GW<\/strong> online.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is a huge gap between demand and reality \u2013 and the cause also lies in the grid connection process:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>9,710 applications<\/strong> awaiting approval according to BNetzA monitoring (medium voltage and above)<\/li>\n\n\n\n<li>Behind it are <strong>400 GW BESS capacity<\/strong> resp. <strong>661 GWh planned capacity<\/strong><\/li>\n\n\n\n<li>BDEW and the German Energy Agency even estimate <strong>500\u2013700 GW<\/strong> pending connection requests<\/li>\n\n\n\n<li>Approved so far: only <strong>25 GW<\/strong> with <strong>46 GWh<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Why so many applications? The previous first-come, first-served principle tempts [one] to <strong>Multiple and bulk requests<\/strong>. Project developers secure spots without demonstrating any real intention to implement [them]. The result: hopeless applications block real projects \u2013 a <strong>Gold Rush Fever<\/strong> at the expense of the energy transition.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The old system: KraftNAV &amp; the first-come, first-served principle<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">By the end of 2025, the <strong>Power Plant Grid Connection Ordinance<\/strong> access to the transmission grid after the date of application. Whoever asked earlier got served earlier \u2013 regardless of how far the project had actually progressed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the <strong>Amendment of the KraftNAV on December 24, 2025<\/strong> it was clarified that this procedure no longer applies to battery storage systems:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><tbody><tr><td><strong>System type<\/strong><\/td><td><strong>Valid procedure<\/strong><\/td><\/tr><tr><td>Conventional power plants \u2265 100 MW<\/td><td>KraftNAV<\/td><\/tr><tr><td>Renewable energy plants<\/td><td>EEG grid connection process<\/td><\/tr><tr><td>Battery storage systems, data centers, others<\/td><td><strong>NEW:<\/strong> Section 17 paragraph 1 Energy Industry Act (EnWG) (maturity procedure)<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">As of April 1, 2026, the new regulations apply to BESS projects <strong>maturity model process<\/strong> the four <a href=\"https:\/\/cubeconcepts.de\/en\/transmission-network-operator-in-germany-tasks-and-function\/\" type=\"post\" id=\"24680\">Transmission system operator<\/a> (TSOs): 50Hertz, Amprion, TenneT, and TransnetBW. This enabled them to introduce the process even faster than <a href=\"https:\/\/cubeconcepts.de\/en\/the-bmwis-planned-network-package-2026\/\" type=\"post\" id=\"27218\">Network Package 2026<\/a> provided for by Katharina Reiche. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The maturity model: First ready, first served\u201e<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Basic principle<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The maturity assessment process replaces prioritization by application date with a <strong>Prioritization by project maturity<\/strong>. Only those who prove that their project is real and ready for implementation will receive priority in the processing order. The goal: to allocate the scarce grid connection capacities to the projects with the highest probability of realization.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">An overview of the three phases<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Phase 1 \u2013 Information and Application Phase (3 months)<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The TSOs publish available grid connection capacities by transmission capacity and technical connection options. In this phase, petitioners can clarify open questions and have their documents checked for completeness in advance. At the end is a <strong>binding deadline<\/strong> for application submissions \u2013 combined with a <strong>Connection fee of 50,000 euros<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Phase 2 \u2013 Cluster study with maturity-based assessment<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the deadline, the TSOs review all applications received and evaluate the project&#x27;s readiness based on four equally weighted categories (25 % each):<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Site security &amp; approval status<\/strong> - e.g., signed lease or purchase agreement, existing BImSchG (Federal Immission Control Act) permit<\/li>\n\n\n\n<li><strong>Technical concept<\/strong> \u2013 reliable planning, system sizing<\/li>\n\n\n\n<li><strong>Performance of the petitioner<\/strong> \u2013 Financability, implementation competence<\/li>\n\n\n\n<li><strong>Grid &amp; System Benefits<\/strong> \u2013 Contribution to grid stability and security of supply<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Within each category there are <strong>Minimum requirements<\/strong> (knock-out criteria) and <strong>Bonus points<\/strong> for advanced milestones. Example: A notarized purchase agreement earns more points than a simple reservation agreement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Projects that meet the minimum requirements are ranked by score into a <strong>Priority list<\/strong> recorded. Beginning with the highest-rated projects, the TSOs then check which connections are technically and systemically possible. Finally, a <strong>System study<\/strong>, which evaluates the interactions between projects and the overall load on the transmission grid.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Phase 3 \u2013 Communication of Results &amp; Grid Connection Agreement<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Projects that receive a grid connection enter into a formal contract conclusion with the respective TSO. Rejected projects will not be processed further and can reapply in future procedures.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What the procedure does not (yet) solve: Criticism and open questions<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The maturity model process is an important step \u2013 but not a panacea. The <strong>German Energy Storage Systems Association<\/strong> names essential points of criticism:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Federal Network Agency has not yet conclusively examined the procedure<\/strong> \u2013 further adjustments during operation are possible<\/li>\n\n\n\n<li><a href=\"https:\/\/cubeconcepts.de\/en\/battery-storage\/\" type=\"page\" id=\"28816\">Battery storage<\/a> continue to compete with <strong>pure consumption systems<\/strong> (e.g., data centers), although their system role is different<\/li>\n\n\n\n<li>The procedure has been considered valid so far <strong>only for the transmission system<\/strong> \u2013 for distribution system operators (medium and high voltage), a comparable framework is lacking<\/li>\n\n\n\n<li>The <strong>Federal Network Agency<\/strong> monitors the procedure, but has not (yet) established a standardized supervisory routine<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">What does the maturity assessment process mean for BESS project development?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For project developers, investors, and industrial companies with their own storage project, the maturity assessment process fundamentally shifts the success criteria:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Previously decided:<\/strong> The early bird gets the worm. <strong>Today decides:<\/strong> Those who plan the most maturely will get through.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Specifically, this means:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Site securing prior to application submission<\/strong> \u2013 a notarized purchase or lease agreement is not a \u201enice-to-have,\u201d but a point collector<\/li>\n\n\n\n<li><strong>Technical conception must be substantive<\/strong> \u2013 superficial planning is not sufficient to meet minimum requirements<\/li>\n\n\n\n<li><strong>Proof of financing and project expertise<\/strong> should be documented early<\/li>\n\n\n\n<li><strong>50,000 euro connection fee<\/strong> must be scheduled \u2013 a preliminary review of the application documents by the TSOs is strongly recommended<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Frequently asked questions about the maturity model procedure<\/h2>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary><strong>As of when does the maturity level process apply?<\/strong><\/summary>\n<p class=\"wp-block-paragraph\">Since April 1, 2026 \u2013 the first procedure of the four TSOs was initiated in April 2026.<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary><strong>Does the procedure also apply to PV systems?<\/strong><\/summary>\n<p class=\"wp-block-paragraph\">No. The EEG grid connection process continues to apply to renewable energy systems. The maturity assessment procedure concerns battery storage systems, data centers, and comparable facilities pursuant to Section 17 of the Energy Industry Act (EnWG).<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary><strong>How much does participation in the maturity level process cost?<\/strong><\/summary>\n<p class=\"wp-block-paragraph\">The connection fee is 50,000 euros per application. It is a prerequisite for further processing after the deadline.<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary><strong>How often does the procedure take place?<\/strong><\/summary>\n<p class=\"wp-block-paragraph\">This has not yet been finally settled. The TSOs will decide on the frequency and timing of further rounds of proceedings.<\/p>\n<\/details>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary><strong>What happens to existing inquiries under the old KraftNAV?<\/strong><\/summary>\n<p class=\"wp-block-paragraph\">Existing inquiries for battery storage systems are not automatically transferred to the new procedure.
