What was previously considered a technical side issue is increasingly becoming a central cost factor: The <strong>Network fees threaten to explode<\/strong>, while political safeguards are dismantled and new surcharges are introduced. Background: The current Electricity Grid Fee Ordinance (StromNEV) expires on December 31, 2028 \u2013 and with it numerous special regulations, such as those under \u00a7 19 StromNEV, like the baseline load privilege or atypical grid usage. Transitional regulations are to apply as early as 2026. The Federal Network Agency (BNetzA) has initiated the debate on <a href=\"https:\/\/cubeconcepts.de\/en\/reform-of-electricity-grid-charges\/\">Reform of electricity grid charges<\/a> Just opened. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cost of electricity for businesses is rising \u2013 <strong>not despite<\/strong>but <strong>due to the energy transition<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Network charges are developing into the most important cost driver.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Even today, grid fees account for around a third of the industrial electricity price. But that's just the beginning:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Over 700 billion euros<\/strong> is the estimated financing requirement for grid expansion by 2045.<\/li>\n\n\n\n<li>The University of Cologne predicts at least <strong>Doubling<\/strong> the grid fees until then. Particularly affected: energy-intensive companies that have so far benefited from special regulations such as \u00a7 19 StromNEV (<a href=\"https:\/\/cubeconcepts.de\/en\/atypical-network-use\/\">Atypical grid usage<\/a>, <a href=\"https:\/\/cubeconcepts.de\/en\/band-load-band-current\/\">Belt load<\/a> or the 7,000-hour rule) have benefited. These privileges will expire by 2026 at the latest, without a new, reliable system being in place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Federal Network Agency is currently openly discussing a completely new tariff system. What is clear is:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>EU Commission prohibits<\/strong> future network fee exemptions without clear system benefit.<\/li>\n\n\n\n<li>Discounts for purely industrial policy reasons \u2013 such as promoting a location \u2013 are <strong>explicitly impermissible<\/strong>.<\/li>\n\n\n\n<li>Even the previous \u201eSpecial Compensation Scheme\u201c (BesAR) under the Energy Financing Act (EnFG) \u2013 with annual relief of \u20ac5 billion \u2013 expires in 2027.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">New burdens and compensations are also added.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Increased electricity costs are no longer a hypothetical risk \u2013 they are a reality and legally enshrined:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>New levy due to the Power Plant Safety Act (KWSG): + approx. 2 cents\/kWh<\/li>\n\n\n\n<li>Elimination of the peak compensation (\u00a7 10 Electricity Tax Act \/ \u00a7 55 Energy Tax Act): + \u20ac1.5 billion\/year burden<\/li>\n\n\n\n<li>The announced reduction of electricity tax to the EU minimum (0.05 ct\/kWh) is unclear and is intended to apply only to the manufacturing sector \u2013 other companies will be left out.<\/li>\n\n\n\n<li>And: This reduction is intended to be temporary \u2013 afterwards, there's a risk of a relapse to 2.05 ct\/kWh<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">What the Federal Network Agency is planning and what is (not yet) certain<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Since May 2025, the Federal Network Agency has been openly discussing the future structure of grid fees. Profound changes are on the table:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Moving away from the pure consumption principle<\/strong>In the future, flat-rate basic charges, capacity fees, or network-related usage charges could be introduced.<\/li>\n\n\n\n<li><strong>Integration of Infeeders<\/strong> into the grid costs \u2013 currently only end consumers pay.<\/li>\n\n\n\n<li><strong>Dynamic grid charges<\/strong> with time-of-day or location-based pricing as a long-term goal.<\/li>\n\n\n\n<li><strong>Special Regulations for Storage<\/strong> And prosumer models.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But one thing is clear: today's grid fee logic will no longer exist. And a new, sustainable model will only take effect from 2029 \u2013 provided the reform process proceeds as planned.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Companies must prepare for higher electricity ancillary costs.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The next big wave of electricity price increases is coming \u2013 not through the market, but through regulation. While many companies are trying to optimize their electricity procurement, they are increasingly falling into a cost trap due to taxes, levies, and grid fees.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What you should do now:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Investigate investments in self-sufficiency, storage, and flexibility<\/li>\n\n\n\n<li>Minimize electricity consumption and grid usage.<\/li>\n\n\n\n<li>Give greater weight to ancillary energy costs in energy controlling<\/li>\n\n\n\n<li>Strategically prepare for exiting \u00a7 19 benefits<\/li>\n\n\n\n<li>Actively monitor regulatory developments<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The transformation of the energy sector is necessary \u2013 but it won't be free.
