Aktualizace \u010derven 2026:<\/strong> S\u00e1ze\u010dkou pro modernizaci budov (GModG) se pr\u00e1vn\u00ed stav z\u00e1sadn\u011b zm\u011bnil. \u00a7 106 GModG poprv\u00e9 od roku 2027 vytv\u00e1\u0159\u00ed celost\u00e1tn\u00ed jednotn\u00e1 povinnost sol\u00e1rn\u00edch panel\u016f<\/strong> \u2013 i pro komer\u010dn\u00ed nemovitosti. Co to konkr\u00e9tn\u011b znamen\u00e1, si p\u0159e\u010dt\u011bte v na\u0161em nov\u00e9m p\u0159\u00edsp\u011bvku: Celost\u00e1tn\u00e1 povinnost sol\u00e1rn\u00edch panel\u016f od roku 2027: Co znamen\u00e1 \u00a7 106 GModG pro komer\u010dn\u00ed nemovitosti<\/a><\/p>\n\n\n\n

(Od za\u010d\u00e1tku roku 2026)<\/strong><\/em> Eine bundesweit einheitliche Fotovoltaick\u00e1 povinnost<\/strong> f\u00fcr Industrie- und Gewerbeimmobilien existiert in Deutschland weiterhin nicht. (Siehe oben<\/em>) Zwar wurde auf Bundesebene politisch mehrfach eine Harmonisierung angek\u00fcndigt, tats\u00e4chlich liegt die Gesetzgebungskompetenz aber weitgehend bei den Bundesl\u00e4ndern. Dadurch gilt derzeit ein Flickenteppich aus unterschiedlichen Verpflichtungen, \u00dcbergangsfristen und Schwellenwerten. Parallel steigt jedoch der regulatorische Druck deutlich, weil sowohl nationale Klimaziele als auch europ\u00e4ische Vorgaben eine schnellere Integration von Photovoltaik in den Geb\u00e4udesektor verlangen.<\/p>\n\n\n\n

\u00dast\u0159edn\u00edm hybatelem na \u00farovni EU je sm\u011brnice o celkov\u00e9 energetick\u00e9 n\u00e1ro\u010dnosti budov Sm\u011brnice o energetick\u00e9 n\u00e1ro\u010dnosti budov, EPBD<\/a>)<\/strong>. Tato zavazuje \u010dlensk\u00e9 st\u00e1ty k zaveden\u00ed nov\u00fdch po\u017eadavk\u016f na vyu\u017eit\u00ed sol\u00e1rn\u00ed energie na budov\u00e1ch. Implementace sou\u010dasn\u00fdch po\u017eadavk\u016f do vnitrost\u00e1tn\u00edch pr\u00e1vn\u00edch p\u0159edpis\u016f mus\u00ed b\u00fdt provedena nejpozd\u011bji do 29. kv\u011btna 2026<\/strong> prob\u011bhnou. Je tedy z\u0159ejm\u00e9, \u017ee st\u00e1vaj\u00edc\u00ed zemsk\u00e9 p\u0159edpisy budou upraveny a dosavadn\u00ed nedostatky budou odstran\u011bny. Pro spole\u010dnosti to znamen\u00e1: I kdy\u017e na dan\u00e9m m\u00edst\u011b dnes je\u0161t\u011b neplat\u00ed povinnost, pr\u00e1vn\u00ed situace se m\u016f\u017ee kr\u00e1tkodob\u011b zm\u011bnit. Spolkov\u00e1 vl\u00e1da provedla implementaci sm\u011brnice EU v r\u00e1mci \u00fapravy z\u00e1kona o modernizaci budov (GEG<\/a> resp. nyn\u00ed GMG) ozn\u00e1mil. Toto m\u00e1 do 1. \u010dervence 2026 <\/strong>stalo se.<\/p>\n\n\n\n

\"Fotovoltaick\u00fd<\/figure>\n\n\n\n

Na st\u0159ech\u00e1ch komer\u010dn\u00edch budov plat\u00ed povinnost fotovoltaiky.<\/h2>\n\n\n\n

Na celost\u00e1tn\u00ed \u00farovni ji\u017e \u0159ada spolkov\u00fdch zem\u00ed zavedla z\u00e1vazn\u00e1 ustanoven\u00ed. Zvl\u00e1\u0161t\u011b brzkou zem\u00ed bylo B\u00e1densko-W\u00fcrttembersko, kde od roku 2022 plat\u00ed povinnost pro nov\u00e9 nebytov\u00e9 budovy a od roku 2023 i pro rozs\u00e1hl\u00e9 rekonstrukce st\u0159ech. Berl\u00edn, Hamburk, \u0160lesvicko-Hol\u0161t\u00fdnsko, Doln\u00ed Sasko, Por\u00fdn\u00ed-Falc a Bavorsko mezit\u00edm zavedly z\u00e1vazn\u00e9 sol\u00e1rn\u00ed povinnosti pro nov\u00e9 komer\u010dn\u00ed budovy, \u010d\u00e1ste\u010dn\u011b dopln\u011bn\u00e9 o po\u017eadavky p\u0159i rekonstrukc\u00edch st\u0159ech st\u00e1vaj\u00edc\u00edch budov. Br\u00e9my zavedly stup\u0148ovit\u00fd model, kde byly nejprve zahrnuty rekonstrukce a n\u00e1sledn\u011b i nov\u00e9 budovy. V Severn\u00edm Por\u00fdn\u00ed-Vestf\u00e1lsku plat\u00ed ustanoven\u00ed ji\u017e pro ur\u010dit\u00e9 kategorie budov a postupn\u011b se roz\u0161i\u0159uj\u00ed, zat\u00edmco Braniborsko zavedlo \u010d\u00e1ste\u010dn\u00e9 povinnosti pro komer\u010dn\u00ed budovy a p\u0159ipravuje dal\u0161\u00ed zp\u0159\u00edsn\u011bn\u00ed.<\/p>\n\n\n\n

Ostatn\u00ed spolkov\u00e9 zem\u011b dosud sleduj\u00ed m\u00e9n\u011b ambici\u00f3zn\u00ed strategie. V Hesensku, S\u00e1rsku, Sasku, Sasku-Anhaltsku, Durynsku a Meklenbursku-P\u0159edn\u00edm Pomo\u0159ansku v sou\u010dasn\u00e9 dob\u011b neexistuj\u00ed plo\u0161n\u00e9 celost\u00e1tn\u00ed povinnosti pro komer\u010dn\u00ed budovy. Tam se p\u0159edpisy \u010dasto omezuj\u00ed na ve\u0159ejn\u00e9 novostavby, obecn\u00ed nemovitosti nebo dota\u010dn\u00ed programy nam\u00edsto z\u00e1konn\u00fdch povinnost\u00ed instalace. P\u0159esto i zde prob\u00edhaj\u00ed politick\u00e9 diskuse o zaveden\u00ed takov\u00fdch povinnost\u00ed, \u010dasto s odkazem na konkuren\u010dn\u00ed znev\u00fdhodn\u011bn\u00ed zem\u00ed bez povinnosti sol\u00e1rn\u00edch instalac\u00ed.<\/p>\n\n\n\n

N\u011bkolik zem\u00ed ji\u017e vy\u017eaduje Sol\u00e1rn\u00ed p\u0159\u00edst\u0159e\u0161ky pro auta<\/a> pro nov\u011b postaven\u00e1 velkokapacitn\u00ed parkovi\u0161t\u011b od ur\u010dit\u00e9ho po\u010dtu parkovac\u00edch m\u00edst. Tato pravidla sleduj\u00ed dvoj\u00ed c\u00edl: dodate\u010dn\u00e1 v\u00fdroba sol\u00e1rn\u00ed elekt\u0159iny bez konkurence ploch a z\u00e1rove\u0148 ochrana vozidel p\u0159ed pov\u011btrnostn\u00edmi vlivy. Prahy, modely zapo\u010d\u00edt\u00e1v\u00e1n\u00ed a v\u00fdjimky se v\u0161ak mezi zem\u011bmi zna\u010dn\u011b li\u0161\u00ed.<\/p>\n\n\n\n

Sjednocen\u00ed povinnosti pro fotovoltaiku melalui EPBD v dohledu<\/h2>\n\n\n\n

Celkov\u011b se ukazuje jasn\u00fd trend: regulatorick\u00fd v\u00fdvoj se celost\u00e1tn\u011b posouv\u00e1 sm\u011brem k plo\u0161n\u00fdm povinnostem t\u00fdkaj\u00edc\u00edm se sol\u00e1rn\u00edch syst\u00e9m\u016f, i kdy\u017e cesta k nim nad\u00e1le vede p\u0159es r\u016fzn\u00e1 zemsk\u00e1 na\u0159\u00edzen\u00ed. Nejpozd\u011bji s povinnou implementac\u00ed sm\u011brnice EU o energetick\u00e9 n\u00e1ro\u010dnosti budov do kv\u011btna 2026 lze o\u010dek\u00e1vat, \u017ee se po\u017eadavky d\u00e1le sjednot\u00ed a v mnoha regionech zp\u0159\u00edsn\u00ed. Pro pr\u016fmyslov\u00e9 a obchodn\u00ed podniky je proto st\u00e1le d\u016fle\u017eit\u011bj\u0161\u00ed pl\u00e1novat stavebn\u00ed a sana\u010dn\u00ed projekty v\u010das s ohledem na p\u0159\u00edslu\u0161n\u00e1 platn\u00e1 zemsk\u00e1 na\u0159\u00edzen\u00ed, aby se p\u0159ede\u0161lo rizik\u016fm spojen\u00fdm s povolen\u00edm a n\u00e1klad\u016fm na dodate\u010dn\u00e9 vybaven\u00ed.<\/p>\n\n\n\n
