Je povinn\u00fd, jakmile za\u0159\u00edzen\u00ed dod\u00e1v\u00e1 elekt\u0159inu do ve\u0159ejn\u00e9 s\u00edt\u011b, a pou\u017e\u00edv\u00e1 se p\u0159i <strong>Fotovoltaick\u00e9 elektr\u00e1rny od 7 kW instalovan\u00e9ho v\u00fdkonu<\/strong> nahrazen resp. dopln\u011bn inteligentn\u00edm m\u011b\u0159ic\u00edm syst\u00e9mem (Smart Meter). Instalaci prov\u00e1d\u00ed prim\u00e1rn\u011b p\u0159\u00edslu\u0161n\u00fd nebo konkuren\u010dn\u00ed provozovatel m\u011b\u0159ic\u00edch m\u00edst. U spole\u010dnost\u00ed s kombinac\u00ed fotovoltaiky a bateriov\u00e9ho \u00falo\u017eiska energie (BESS) rozhoduje obousm\u011brn\u00fd elektrom\u011br p\u0159\u00edmo o spr\u00e1vn\u00e9m vy\u00fa\u010dtov\u00e1n\u00ed dod\u00e1vky, vlastn\u00ed spot\u0159eby a odb\u011bru ze s\u00edt\u011b.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Definice &amp; fungov\u00e1n\u00ed obousm\u011brn\u00e9ho elektrom\u011bru<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Obousm\u011brn\u00fd elektrom\u011br m\u011b\u0159\u00ed \u2013 na rozd\u00edl od klasick\u00e9ho jednosm\u011brn\u00e9ho elektrom\u011bru \u2013 tok elekt\u0159iny ob\u011bma sm\u011bry. Zaznamen\u00e1v\u00e1 <strong>Odb\u011br z ve\u0159ejn\u00e9 s\u00edt\u011b<\/strong> a <strong>Dod\u00e1vka do s\u00edt\u011b<\/strong>. Ob\u011b hodnoty zaznamen\u00e1v\u00e1 odd\u011blen\u011b, obvykle pomoc\u00ed dvou samostatn\u00fdch po\u010d\u00edtadel (k\u00f3dy OBIS 1.8.0 pro odb\u011br, 2.8.0 pro dod\u00e1vku).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tato separace je nutn\u00e1, proto\u017ee u fotovoltaick\u00fdch syst\u00e9m\u016f a bateriov\u00fdch \u00falo\u017ei\u0161\u0165 ji\u017e tok energie neprob\u00edh\u00e1 pouze jedn\u00edm sm\u011brem.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Fotovoltaick\u00e9 syst\u00e9my<\/strong> dod\u00e1vaj\u00ed p\u0159ebytky v\u00fdroby do s\u00edt\u011b a v p\u0159\u00edpad\u011b chyb\u011bj\u00edc\u00ed vlastn\u00ed v\u00fdroby (nap\u0159. v noci) odeb\u00edraj\u00ed elekt\u0159inu ze s\u00edt\u011b.<\/li>\n\n\n\n<li><strong>Akumul\u00e1torov\u00e9 \u00falo\u017ei\u0161t\u011b<\/strong> mohou se v z\u00e1vislosti na provozn\u00edm re\u017eimu jak nab\u00edjet ze s\u00edt\u011b (odb\u011br ze s\u00edt\u011b), tak ukl\u00e1dat p\u0159ebyte\u010dnou PV energii a v p\u0159\u00edpad\u011b pot\u0159eby ji dod\u00e1vat do s\u00edt\u011b nebo vyu\u017e\u00edt pro vlastn\u00ed spot\u0159ebu.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Star\u00e9 Ferrarisovy elektrom\u011bry s mechanick\u00fdm po\u010d\u00edtadlem se p\u0159i dod\u00e1vce do s\u00edt\u011b \u010dasto jednodu\u0161e ot\u00e1\u010dely zp\u011bt. To sice bylo fyzicky mo\u017en\u00e9, ale z hlediska m\u011b\u0159en\u00ed \u0161lo o nep\u0159\u00edpustn\u00e9 saldov\u00e1n\u00ed, proto\u017ee odb\u011br a dod\u00e1vka ji\u017e nebyly odd\u011blen\u011b sledovateln\u00e9. Od roku 2020 proto ji\u017e nejsou Ferrarisovy elektrom\u011bry bez zp\u011btn\u00e9 klapky u nov\u00fdch fotovoltaick\u00fdch syst\u00e9m\u016f p\u0159\u00edpustn\u00e9. Nejpozd\u011bji s roz\u0161\u00ed\u0159en\u00edm chytr\u00fdch m\u011b\u0159idel (smart metr\u016f) zanik\u00e1 i ochrana jejich st\u00e1vaj\u00edc\u00edho stavu. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pro firmy s fotovoltaickou elektr\u00e1rnou a bateriov\u00fdm \u00falo\u017ei\u0161t\u011bm nen\u00ed bidirek\u010dn\u00ed m\u011b\u0159en\u00ed pouhou mo\u017enost\u00ed, n\u00fdbr\u017e technick\u00fdm p\u0159edpokladem pro to, aby v\u016fbec bylo mo\u017en\u00e9 spr\u00e1vn\u011b \u00fa\u010dtovat podporu za dod\u00e1vku do s\u00edt\u011b, vlastn\u00ed spot\u0159ebu a odb\u011br ze s\u00edt\u011b.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Pr\u00e1vn\u00ed r\u00e1mec<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Pr\u00e1vn\u00edm z\u00e1kladem pro obousm\u011brn\u00fd elektrom\u011br nen\u00ed metrologick\u00e9 pr\u00e1vo (MessEG\/MessEV) v u\u017e\u0161\u00edm smyslu, n\u00fdbr\u017e <strong>Z\u00e1kon o provozu m\u011b\u0159ic\u00edch m\u00edst (MsbG)<\/strong>. Zat\u00edmco MessEG\/MessEV upravuj\u00ed po\u017eadavky na p\u0159esnost samotn\u00e9ho m\u011b\u0159ic\u00edho p\u0159\u00edstroje \u2013 v\u00edce o tom v \u010dl\u00e1nku o <a href=\"https:\/\/cubeconcepts.de\/strom-zwischenzaehler\/\" data-type=\"post\" data-id=\"34054\">Podru\u017en\u00fd elektrom\u011br<\/a> \u2013 stanovuje MsbG, <strong>kdo<\/strong> m\u011b\u0159ic\u00ed stanice <strong>jako<\/strong> mus\u00ed vybavit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00dast\u0159edn\u00ed je <strong>\u00a7 29 MsbG<\/strong> (Vybaven\u00ed m\u011b\u0159ic\u00edch m\u00edst inteligentn\u00edmi m\u011b\u0159ic\u00edmi syst\u00e9my, \u0159\u00eddic\u00edmi za\u0159\u00edzen\u00edmi a modern\u00edmi m\u011b\u0159ic\u00edmi za\u0159\u00edzen\u00edmi):<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Povinn\u00e1 instalace inteligentn\u00edho m\u011b\u0159ic\u00edho syst\u00e9mu (iMSys)<\/strong> m. j. u v\u00fdrobn\u00edch za\u0159\u00edzen\u00ed s instalovan\u00fdm v\u00fdkonem nad 7 kW \u2013 bez ohledu na dodan\u00e9 mno\u017estv\u00ed \u2013 tak u kone\u010dn\u00fdch spot\u0159ebitel\u016f s ro\u010dn\u00ed spot\u0159ebou elekt\u0159iny od 6 000 kWh a u \u0159\u00edditeln\u00fdch spot\u0159ebi\u010d\u016f (co\u017e zahrnuje i bateriov\u00e9 \u00falo\u017ei\u0161t\u011b).<\/li>\n\n\n\n<li>Pokud povinnost t\u00fdkaj\u00edc\u00ed se iMSys chyb\u00ed, mus\u00ed z\u00e1kladn\u011b p\u0159\u00edslu\u0161n\u00ed provozovatel\u00e9 m\u011b\u0159ic\u00edch m\u00edst m\u011b\u0159ic\u00ed m\u00edsto podle \u00a7 29 odst. 3 MsbG vybavit minim\u00e1ln\u011b <strong>modern\u00ed m\u011b\u0159ic\u00ed za\u0159\u00edzen\u00ed<\/strong> vybavit \u2013 nejpozd\u011bji do konce roku 2032.<\/li>\n\n\n\n<li>Pro dopl\u0148kov\u00e9 slu\u017eby (nap\u0159. p\u0159ed\u010dasnou instalaci na p\u0159\u00e1n\u00ed z\u00e1kazn\u00edka) plat\u00ed zvl\u00e1\u0161tn\u00ed cenov\u00e9 stropy podle \u00a7 35 MsbG. V\u0161eobecn\u00e9 cenov\u00e9 stropy pro samotnou instalaci a provoz inteligentn\u00edch m\u011b\u0159ic\u00edch syst\u00e9m\u016f se \u0159\u00edd\u00ed \u00a7 30 MsbG ve zn\u011bn\u00ed platn\u00e9m od 23. prosince 2025; Spolkov\u00e1 agentura pro s\u00ed\u0165ov\u00e1 odv\u011btv\u00ed m\u016f\u017ee tyto z\u00e1konn\u00e9 cenov\u00e9 stropy nahradit vlastn\u00edmi stanoven\u00edmi podle \u00a7 33 MsbG.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>V praxi p\u0159ekra\u010duj\u00ed<\/strong> komer\u010dn\u00ed fotovoltaika a BESS<strong>V\u017edy napl\u00e1nuj prahy 7 kW a spot\u0159eby<\/strong>. Obousm\u011brn\u00fd elektrom\u011br je tak v praxi v\u017edy proveden jako iMSys, jakmile je ve h\u0159e bateriov\u00e9 \u00falo\u017ei\u0161t\u011b nebo fotovoltaick\u00e1 elektr\u00e1rna relevantn\u00ed velikosti \u2013 samostatn\u00fd \u201cjednoduch\u00fd\u201d obousm\u011brn\u00fd elektrom\u011br bez funkce smart meteru se v komer\u010dn\u00edm kontextu t\u00e9m\u011b\u0159 nevyskytuje.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Odli\u0161en\u00ed od p\u0159\u00edbuzn\u00fdch typ\u016f m\u011b\u0159idel<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Pojem \u201cobousm\u011brn\u00fd elektrom\u011br\u201d se v praxi \u010dasto pou\u017e\u00edv\u00e1 jako synonymum pro \u201cchytr\u00fd m\u011b\u0159i\u010d\u201d (smart meter). To je v\u0161ak nep\u0159esn\u00e9 a u firem to \u010dasto vede k chybn\u00fdm o\u010dek\u00e1v\u00e1n\u00edm ohledn\u011b n\u00e1klad\u016f a rozsahu funkc\u00ed. Ve skute\u010dnosti se jedn\u00e1 o odli\u0161n\u00e9, \u010d\u00e1ste\u010dn\u011b se p\u0159ekr\u00fdvaj\u00edc\u00ed koncepty.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Modern\u00ed m\u011b\u0159ic\u00ed za\u0159\u00edzen\u00ed (mME) vs. inteligentn\u00ed m\u011b\u0159ic\u00ed syst\u00e9m (iMSys)<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Oba jsou digit\u00e1ln\u00ed elektrom\u011bry, kter\u00e9 dok\u00e1\u017eou m\u011b\u0159it obousm\u011brn\u011b \u2013 rozd\u00edl spo\u010d\u00edv\u00e1 v <strong>Komunika\u010dn\u00ed schopnost<\/strong>. M\u011b\u0159ic\u00ed za\u0159\u00edzen\u00ed mME zaznamen\u00e1v\u00e1 hodnoty spot\u0159eby a dod\u00e1vky do s\u00edt\u011b, ani\u017e by je automaticky p\u0159en\u00e1\u0161elo. Syst\u00e9m iMSys (hovorov\u011b smart meter) dopl\u0148uje m\u011b\u0159ic\u00ed za\u0159\u00edzen\u00ed o komunika\u010dn\u00ed jednotku (Smart-Meter-Gateway), kter\u00e1 tyto hodnoty \u0161ifrovan\u011b p\u0159en\u00e1\u0161\u00ed provozovateli soustavy, dodavatel\u016fm a p\u0159\u00edpadn\u011b i p\u0159\u00edm\u00fdm prodejc\u016fm. P\u0159i odpov\u00eddaj\u00edc\u00edm vybaven\u00ed je dokonce schopen integrovat \u0159\u00eddic\u00ed za\u0159\u00edzen\u00ed pro flexibiln\u00ed z\u00e1t\u011b\u017ee, jako je bateriov\u00e9 \u00falo\u017ei\u0161t\u011b. \u201cJednoduch\u00fd\u201d obousm\u011brn\u00fd elektrom\u011br bez p\u0159ipojen\u00ed br\u00e1ny odpov\u00edd\u00e1 po technick\u00e9 str\u00e1nce mME.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">M\u011b\u0159i\u010d RLM (registrovan\u00e9 m\u011b\u0159en\u00ed v\u00fdkonu)<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Nad ur\u010dit\u00e9 velikosti spot\u0159eby nebo za\u0159\u00edzen\u00ed (kone\u010dn\u00ed spot\u0159ebitel\u00e9 s ro\u010dn\u00ed spot\u0159ebou od 100 000 kWh) se ji\u017e nepou\u017e\u00edv\u00e1 pouze obousm\u011brn\u00e1 komunikace, ale <strong>zaznamen\u00e1vaj\u00edc\u00ed<\/strong> m\u011b\u0159eno \u2013 s <strong>z\u00e1znam zat\u00ed\u017een\u00ed v patn\u00e1ctiminutov\u00fdch intervalech<\/strong>. Tyto RLM elektrom\u011bry jsou vy\u017eadov\u00e1ny pro z\u00fa\u010dtov\u00e1n\u00ed bilan\u010dn\u00edch skupin v tr\u017en\u00edm procesu a v praxi jsou dnes provedeny jako iMSys. To mohou b\u00fdt nap\u0159\u00edklad n\u00e1jemn\u00edci, \u010d\u00e1sti budov nebo skupiny spot\u0159ebitel\u016f. Oba typy m\u011b\u0159i\u010d\u016f se v koncepci m\u011b\u0159en\u00ed FVE\/BESS dopl\u0148uj\u00ed, ale pln\u00ed jin\u00e9 \u00fa\u010dely. Provozovatel\u00e9 za\u0159\u00edzen\u00ed v\u0161ak maj\u00ed z\u00e1konn\u00e9 pr\u00e1vo zvolit si m\u00edsto toho <strong>konkuren\u010dn\u00ed provozovatel m\u011b\u0159ic\u00edch m\u00edst<\/strong> pov\u011b\u0159it, pokud tento spl\u0148uje technick\u00e9 po\u017eadavky z\u00e1kona o m\u011b\u0159ic\u00edch m\u00edstech (MsbG).
