Jedn\u00e1 se o koncept p\u0159\u00edm\u00e9ho z\u00e1sobov\u00e1n\u00ed n\u00e1jemn\u00edk\u016f v komer\u010dn\u00edch nemovitostech nebo bytov\u00fdch domech zelenou elekt\u0159inou z m\u00edstn\u00edch fotovoltaick\u00fdch elektr\u00e1ren. Vyroben\u00e1 sol\u00e1rn\u00ed elekt\u0159ina je dod\u00e1v\u00e1na p\u0159\u00edmo spot\u0159ebitel\u016fm v m\u00edst\u011b ur\u010den\u00ed, ani\u017e by musela proch\u00e1zet vnit\u0159n\u00ed elektrickou s\u00edt\u00ed. Toto p\u0159\u00edm\u00e9 z\u00e1sobov\u00e1n\u00ed elekt\u0159inou umo\u017e\u0148uje, <strong>S\u00ed\u0165ov\u00e9 poplatky<\/strong>, <strong>P\u0159evody<\/strong> a <strong>Da\u0148 ze strom\u016f<\/strong> \u0161et\u0159it a z\u00e1rove\u0148 v\u00fdrazn\u011b sn\u00ed\u017eit n\u00e1klady na elekt\u0159inu pro n\u00e1jemn\u00edky. Z\u00e1rove\u0148 se n\u00e1jemn\u00ed elekt\u0159ina aktivn\u011b pod\u00edl\u00ed na energetick\u00e9 transformaci, proto\u017ee vyu\u017e\u00edv\u00e1 m\u00edstn\u011b obnoviteln\u00e9 energie a sni\u017euje emise CO\u2082.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Klasick\u00fd model n\u00e1jemn\u00edho bydlen\u00ed vych\u00e1z\u00ed ze \u201ez\u00e1kona na podporu odb\u011bru elekt\u0159iny z vlastn\u00ed instalace a o zm\u011bn\u011b dal\u0161\u00edch ustanoven\u00ed EEG\u201c, kter\u00fd <strong>polovina roku 2017<\/strong> byl zaveden jako sou\u010d\u00e1st z\u00e1kona o obnoviteln\u00fdch zdroj\u00edch energie (EEG). Byla to jedna z prvn\u00edch a st\u00e1le z\u016fst\u00e1v\u00e1 jednou z nejd\u016fle\u017eit\u011bj\u0161\u00edch pil\u00ed\u0159\u016f v <strong>decentralizovan\u00e1 dod\u00e1vka energie<\/strong>. Mezit\u00edm se etablovaly i dal\u0161\u00ed modely, kter\u00e9 lze v \u0161ir\u0161\u00edm smyslu ozna\u010dit jako \u201emodely pron\u00e1jmu elekt\u0159iny\u201c. Zahrnuj\u00ed nap\u0159\u00edklad modely p\u0159\u00edm\u00e9ho prodeje, dce\u0159in\u00fdch spole\u010dnost\u00ed nebo <a href=\"https:\/\/cubeconcepts.de\/cz\/sluzby\/uzavirani-smluv-s-krychlemi\/\">Uzav\u00edr\u00e1n\u00ed smluv<\/a>-Model B2B n\u00e1jemn\u00edho odb\u011bru elekt\u0159iny, on-site PPA (Power Purchase Agreement) nebo model z\u00e1kaznick\u00e9ho za\u0159\u00edzen\u00ed.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Pr\u00e1vn\u00ed z\u00e1klad a historie modelu dod\u00e1vek elekt\u0159iny pro n\u00e1jemn\u00edky<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Z\u00e1kladem modelu st\u0159e\u0161n\u00ed elekt\u0159iny jsou zm\u011bny podle \u00a7 19 odstavce 1 bodu 3 ve spojen\u00ed s \u00a7 3 \u010d\u00edslem 20, \u010d\u00edslem 50, \u00a7 21 odstavcem 3 a \u00a7 48a EEG 2023 a \u00a7 42a EnWG. Zejm\u00e9na <strong>P\u0159\u00edplatek k elekt\u0159in\u011b pro n\u00e1jemn\u00edky<\/strong>, kter\u00e1 je zakotvena v \u00a7 21 odst. 3 z\u00e1kona o obnoviteln\u00fdch zdroj\u00edch energie (EEG) a v \u00a7 48a EEG, \u010din\u00ed tento klasick\u00fd model obzvl\u00e1\u0161t\u011b atraktivn\u00edm. Dopl\u0148uj\u00edc\u00ed p\u0159edpisy t\u00fdkaj\u00edc\u00ed se vy\u00fa\u010dtov\u00e1n\u00ed a povinnost\u00ed v souvislosti s inteligentn\u00edmi m\u011b\u0159i\u010di lze nal\u00e9zt v z\u00e1kon\u011b o provozu m\u011b\u0159ic\u00edch stanic (MsbG). Mezi d\u016fle\u017eit\u00e9 z\u00e1sady pat\u0159\u00ed z\u00e1kaz v\u00e1z\u00e1n\u00ed (elekt\u0159ina pro n\u00e1jemn\u00edky nesm\u00ed b\u00fdt v\u00e1z\u00e1na na n\u00e1jemn\u00ed smlouvy), cenov\u00fd strop ve v\u00fd\u0161i 90% m\u00edstn\u00edho tarifu pro z\u00e1kladn\u00ed dod\u00e1vky a prostorov\u00e1 bl\u00edzkost fotovoltaick\u00e9 elektr\u00e1rny k odb\u011bratel\u016fm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u0159\u00edb\u011bh za\u010dal z\u00e1konem o proud\u011bn\u00ed od n\u00e1jemn\u00edk\u016f z 25. \u010dervence 2017, kter\u00fd jako novela EEG zavedl od 24. \u010dervence 2017 podporu sol\u00e1rn\u00edch syst\u00e9m\u016f a <strong>P\u0159\u00edplatek za odb\u011br elekt\u0159iny v n\u00e1jmu<\/strong> schuf. D\u0159\u00edv\u011bj\u0161\u00ed p\u0159\u00edstupy, jako byly v\u00fdhody pro vlastn\u00ed spot\u0159ebu nebo v\u00fdhody pro zelenou sol\u00e1rn\u00ed elekt\u0159inu, existovaly, ale z\u016fstaly omezen\u00e9. V\u00fdznamn\u00fdmi miln\u00edky byla novela EEG z roku 2021 (zaveden\u00ed modelu dodavatelsk\u00e9ho \u0159et\u011bzce), <a href=\"https:\/\/cubeconcepts.de\/cz\/solarni-balicek-a-nove-impulsy-pro-energetickou-transformaci\/\">Sol\u00e1rn\u00ed bal\u00ed\u010dek I<\/a> 2024 (zv\u00fd\u0161en\u00ed limitu za\u0159\u00edzen\u00ed na 1 MW, zjednodu\u0161en\u00e9 koncepty m\u011b\u0159en\u00ed) a zm\u011bny v roce 2025 (zru\u0161en\u00ed limitu 100 kWp, povinnost pou\u017e\u00edvat chytr\u00e9 m\u011b\u0159i\u010de).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Jak funguje klasick\u00fd model dod\u00e1vky z vlastn\u00edch zdroj\u016f pro n\u00e1jemn\u00edky<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Klasick\u00fd model sd\u00edlen\u00ed elekt\u0159iny <strong>Model povolov\u00e1n\u00ed<\/strong> ozna\u010dov\u00e1n, \u010d\u00edm\u017e se majitel nemovitosti nebo provozovatel FVE st\u00e1v\u00e1 <strong>Dodavatel energie<\/strong> pro sv\u00e9 n\u00e1jemn\u00edky. Umo\u017e\u0148uje dod\u00e1vat sol\u00e1rn\u00ed energii vyrobenou p\u0159\u00edmo na m\u00edst\u011b z fotovoltaick\u00e9ho syst\u00e9mu p\u0159\u00edmo n\u00e1jemn\u00edk\u016fm nebo u\u017eivatel\u016fm ve stejn\u00e9 budov\u011b nebo komplexu budov. V\u00fdroba elekt\u0159iny prob\u00edh\u00e1 pomoc\u00ed fotovoltaick\u00fdch syst\u00e9m\u016f, kter\u00e9 jsou instalov\u00e1ny na st\u0159e\u0161e nebo v bezprost\u0159edn\u00ed bl\u00edzkosti. Vyroben\u00e1 elekt\u0159ina je prim\u00e1rn\u011b spot\u0159ebov\u00e1v\u00e1na p\u0159\u00edmo, p\u0159ebytky jsou dod\u00e1v\u00e1ny do ve\u0159ejn\u00e9 s\u00edt\u011b a jsou za n\u011b poskytov\u00e1ny kompenzace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rozvod elekt\u0159iny prob\u00edh\u00e1 uvnit\u0159 tzv. z\u00e1kaznick\u00e9 instalace, \u010d\u00edm\u017e se obch\u00e1z\u00ed vyu\u017eit\u00ed ve\u0159ejn\u00e9 distribu\u010dn\u00ed s\u00edt\u011b a \u0161et\u0159\u00ed se tak s\u00ed\u0165ov\u00e9 poplatky a p\u0159\u00edplatky. Vy\u00fa\u010dtov\u00e1n\u00ed prob\u00edh\u00e1 <strong>na z\u00e1klad\u011b nam\u011b\u0159en\u00fdch hodnot<\/strong>, obvykle ve \u010dtvrthodinov\u00fdch intervalech pro ka\u017edou jednotku nebo n\u00e1jemce. Vlastn\u00edk nemovitosti <strong>financov\u00e1no<\/strong> a <strong>provozuje fotovoltaickou elektr\u00e1rnu<\/strong> a zaji\u0161\u0165uje <strong>Odb\u011br p\u0159etok\u016f. <\/strong>Na opl\u00e1tku n\u00e1jemce obdr\u017e\u00ed za ka\u017edou kilowatthodinu, kterou prod\u00e1 sv\u00fdm n\u00e1jemn\u00edk\u016fm, p\u0159\u00edplatek za elekt\u0159inu pro n\u00e1jemn\u00edky, v\u00fdnosy z v\u00fdkupn\u00edch cen podle z\u00e1kona o obnoviteln\u00fdch zdroj\u00edch energie (EEG) a v\u00fdnosy z prodeje elekt\u0159iny. Ceny elekt\u0159iny p\u0159itom nesm\u00ed p\u0159es\u00e1hnout 90 % m\u00edstn\u00edho tarifu pro z\u00e1kladn\u00ed dod\u00e1vky, aby byla n\u00e1jemn\u00edk\u016fm byt\u016f zaji\u0161t\u011bna skute\u010dn\u00e1 finan\u010dn\u00ed v\u00fdhoda. V komer\u010dn\u00edm sektoru v\u0161ak tato hranice neplat\u00ed.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Podpora a hospod\u00e1rnost<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">\u00dast\u0159edn\u00ed podporou n\u011bmeck\u00e9ho modelu dod\u00e1vek elekt\u0159iny pro n\u00e1jemn\u00edky je \u201eMieterstromzuschlag\u201c podle EEG. Plat\u00ed se za ka\u017edou kilowatthodinu poch\u00e1zej\u00edc\u00ed z opr\u00e1vn\u011bn\u00e9 fotovoltaick\u00e9 elektr\u00e1rny, kter\u00e1 je jako n\u00e1jemn\u00ed elekt\u0159ina dod\u00e1v\u00e1na p\u0159\u00edmo kone\u010dn\u00fdm spot\u0159ebitel\u016fm v budov\u011b (nebo v t\u011bsn\u00e9 bl\u00edzkosti). V\u00fd\u0161e p\u0159\u00edplatku je <strong>podle velikostn\u00edch kategori\u00ed za\u0159\u00edzen\u00ed<\/strong> stup\u0148ovit\u011b (nap\u0159. do 10 kW, do 40 kW, do 1 000 kW) a s rostouc\u00edm v\u00fdkonem kles\u00e1, ale obvykle se pohybuje zhruba v rozmez\u00ed 1,5\u20133 ct\/kWh a je ur\u010den pro <strong>20 let<\/strong> od uveden\u00ed do provozu. V sou\u010dasn\u00e9 dob\u011b \u010din\u00ed <strong>1,62 ct\/kWh<\/strong> u fotovoltaick\u00fdch syst\u00e9m\u016f do 1 MW a proto nespad\u00e1 pod v\u00fdkupn\u00ed cenu elekt\u0159iny podle EEG, proto\u017ee p\u0159edstavuje dal\u0161\u00ed p\u0159\u00edjem k prodeji elekt\u0159iny. V souhrnu tak vznik\u00e1 z\u00e1kladn\u00ed podpora, kter\u00e1 m\u00e1 zajistit ekonomickou n\u00e1vratnost investic do fotovoltaick\u00fdch syst\u00e9m\u016f na v\u00edcepodla\u017en\u00edch budov\u00e1ch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ekonomick\u00e1 efektivita projektu dod\u00e1vek elekt\u0159iny pro n\u00e1jemn\u00edky se v j\u00e1dru op\u00edr\u00e1 o t\u0159i faktory: <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>N\u00e1klady na po\u0159\u00edzen\u00ed a provoz fotovoltaick\u00e9 elektr\u00e1rny (Kapit\u00e1lov\u00e9 n\u00e1klady, provozn\u00ed n\u00e1klady, financov\u00e1n\u00ed)<\/li>\n\n\n\n<li>dosa\u017eiteln\u00e1 m\u00edra vlastn\u00ed spot\u0159eby v budov\u011b <\/li>\n\n\n\n<li>Rozd\u00edl mezi cenou elekt\u0159iny pro n\u00e1jemn\u00edky a zru\u0161en\u00fdmi s\u00ed\u0165ov\u00fdmi n\u00e1klady\/p\u0159\u00edplatky. <\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Provozovatel\u00e9 dosahuj\u00ed v\u00fdnos\u016f z prodeje fotovoltaick\u00e9 elekt\u0159iny n\u00e1jemn\u00edk\u016fm (jej\u00ed\u017e cena je omezena na maxim\u00e1ln\u011b 90 % m\u00edstn\u00edho tarifu pro z\u00e1kladn\u00ed dod\u00e1vky), z p\u0159\u00edplatku za elekt\u0159inu pro n\u00e1jemn\u00edky a z v\u00fdkupn\u00edch cen za mno\u017estv\u00ed, kter\u00e9 nen\u00ed spot\u0159ebov\u00e1no na m\u00edst\u011b. Na druh\u00e9 stran\u011b stoj\u00ed investi\u010dn\u00ed n\u00e1klady, provozn\u00ed a faktura\u010dn\u00ed n\u00e1klady, provoz m\u011b\u0159ic\u00edch stanic, p\u0159\u00edpadn\u00e9 honor\u00e1\u0159e poskytovatel\u016f slu\u017eeb a rizika spojen\u00e1 s fluktuac\u00ed n\u00e1jemn\u00edk\u016f a neobsazenost\u00ed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hlavn\u00ed p\u0159ek\u00e1\u017eky ekonomick\u00e9 efektivnosti klasick\u00e9ho modelu dod\u00e1vek elekt\u0159iny pro n\u00e1jemn\u00edky jsou \u010dasto sp\u00ed\u0161e organiza\u010dn\u00ed ne\u017e technick\u00e9 povahy: slo\u017eit\u00e9 syst\u00e9my m\u011b\u0159en\u00ed a vy\u00fa\u010dtov\u00e1n\u00ed, pr\u00e1vn\u00ed po\u017eadavky (nap\u0159. role dodavatele, spr\u00e1va vyrovn\u00e1vac\u00ed skupiny, z\u00e1kaz propojen\u00ed) a tak\u00e9 n\u00e1ro\u010dnost na uzav\u0159en\u00ed smluv s dostate\u010dn\u00fdm po\u010dtem n\u00e1jemn\u00edk\u016f. Proto se mnoho akt\u00e9r\u016f spol\u00e9h\u00e1 na jin\u00e9 standardizovan\u00e9 modely Contracting nebo modely dodavatelsk\u00e9ho \u0159et\u011bzce, v nich\u017e specializovan\u00ed poskytovatel\u00e9 slu\u017eeb p\u0159eb\u00edraj\u00ed provoz, vy\u00fa\u010dtov\u00e1n\u00ed a tr\u017en\u00ed procesy, a t\u00edm sni\u017euj\u00ed fixn\u00ed n\u00e1klady a slo\u017eitost na jeden objekt.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Modely a varianty<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Na str\u00e1nk\u00e1ch <strong>Model povolov\u00e1n\u00ed<\/strong> je to <strong>J\u00e1drov\u00fd model podporuj\u00edc\u00edho modelu EEG<\/strong>Pronaj\u00edmatel nebo vlastn\u00edk instaluje na st\u0159echu fotovoltaickou elektr\u00e1rnu a p\u0159\u00edmo z\u00e1sobuje n\u00e1jemn\u00edky vyrobenou sol\u00e1rn\u00ed elekt\u0159inou v r\u00e1mci z\u00e1kaznick\u00e9 instalace. Pronaj\u00edmatel p\u0159eb\u00edr\u00e1 roli dodavatele elekt\u0159iny, uzav\u00edr\u00e1 samostatn\u00e9 smlouvy o dod\u00e1vce elekt\u0159iny n\u00e1jemn\u00edk\u016fm, p\u0159\u00edpadn\u011b nakupuje zb\u00fdvaj\u00edc\u00ed elekt\u0159inu z trhu a zaji\u0161\u0165uje fakturaci a spr\u00e1vu bilan\u010dn\u00edch skupin. Tento model pln\u011b spl\u0148uje podm\u00ednky pro dodate\u010dn\u00fd p\u0159\u00edsp\u011bvek na dod\u00e1vku elekt\u0159iny n\u00e1jemn\u00edk\u016fm, vy\u017eaduje v\u0161ak vysok\u00e9 administrativn\u00ed n\u00e1klady a spl\u0148uje p\u0159\u00edsn\u00e9 po\u017eadavky, jako je prostorov\u00e1 bl\u00edzkost a cenov\u00fd strop.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Model dru\u017estva<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Varianta klasick\u00e9ho modelu je <strong>Model dru\u017estva<\/strong>, kdy dru\u017estvo n\u00e1jemn\u00edk\u016f nebo vlastn\u00edk\u016f financuje a provozuje fotovoltaickou elektr\u00e1rnu a dod\u00e1v\u00e1 elekt\u0159inu kolektivn\u011b sv\u00fdm \u010dlen\u016fm. \u010clenov\u00e9 dru\u017estva se zde pod\u00edlej\u00ed na investic\u00edch, v\u00fdnosech i rizic\u00edch. P\u0159\u00edplatek za elekt\u0159inu pro n\u00e1jemn\u00edky se v\u011bt\u0161inou neposkytuje, je v\u0161ak st\u00e1le mo\u017en\u00fd, pokud jsou dodr\u017eena krit\u00e9ria z\u00e1kona o obnoviteln\u00fdch zdroj\u00edch energie (EEG). Pokud dru\u017estvo vyk\u00e1\u017ee jako v\u00fdnosy pouze do 30 % obratu, z\u016fst\u00e1v\u00e1 v platnosti jeho osvobozen\u00ed od dan\u011b z obratu, \u017eivnostensk\u00e9 dan\u011b a dan\u011b z p\u0159\u00edjm\u016f pr\u00e1vnick\u00fdch osob. Tento model je vhodn\u00fd zejm\u00e9na pro anga\u017eovan\u00e9 komunity v bytov\u00fdch domech s vysokou m\u00edrou akceptace.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Modely pro v\u011bt\u0161\u00ed fotovoltaick\u00e9 elektr\u00e1rny<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Jin\u00e9 komer\u010dn\u00ed modely, kter\u00e9 jsou tak\u00e9 pou\u017eiteln\u00e9 pro v\u011bt\u0161\u00ed fotovoltaick\u00e9 syst\u00e9my (&gt; 1 MW) s velk\u00fdmi bateriov\u00fdmi \u00falo\u017en\u00fdmi syst\u00e9my, vych\u00e1zej\u00ed z podobn\u00fdch princip\u016f, ale nejsou klasick\u00fdmi modely dod\u00e1vky elekt\u0159iny n\u00e1jemn\u00edk\u016fm ve smyslu EEG a nekvalifikuj\u00ed se pro p\u0159\u00edplatek za dod\u00e1vku elekt\u0159iny n\u00e1jemn\u00edk\u016fm. Zde zasahuje <strong><a href=\"https:\/\/cubeconcepts.de\/cz\/smlouva-o-nakupu-energie-ppa\/\">Smlouvy o n\u00e1kupu energie na m\u00edst\u011b<\/a> (PPAs)<\/strong>, to <strong>Uzav\u00edr\u00e1n\u00ed smluv<\/strong>- nebo <strong>Model dce\u0159in\u00e9 spole\u010dnosti<\/strong>, pokud maj\u00ed b\u00fdt \u00faspory s\u00ed\u0165ov\u00fdch poplatk\u016f a p\u0159\u00edplatk\u016f p\u0159i provozu FVE nad 1 MW na stejn\u00e9m pozemku dosa\u017eeny prost\u0159ednictv\u00edm n\u00e1jemc\u016f. Form\u00e1ln\u011b jsou tyto modely, kter\u00e9 byly d\u0159\u00edve ozna\u010dov\u00e1ny jako \u201eB2B st\u0159\u00eddav\u00fd proud pro n\u00e1jemce\u201c nebo \u201emodel z\u00e1kaznick\u00fdch za\u0159\u00edzen\u00ed\u201c, jednoduch\u00e9 p\u0159\u00edm\u00e9 dod\u00e1vky v r\u00e1mci nemovitosti nebo \u010dtvrti. Individu\u00e1ln\u00ed smlouvy n\u00e1jemc\u016f pro odb\u011br zb\u00fdvaj\u00edc\u00ed elekt\u0159iny z\u016fst\u00e1vaj\u00ed v platnosti.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Spole\u010dn\u00e9 z\u00e1sobov\u00e1n\u00ed budov<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">kter\u00e1 plat\u00ed od roku 2024 v d\u016fsledku sol\u00e1rn\u00edho bal\u00ed\u010dku I <strong><a href=\"https:\/\/cubeconcepts.de\/cz\/spolecne-zasobovani-budov-ggv\/\">Spole\u010dn\u00e9 z\u00e1sobov\u00e1n\u00ed budov<\/a><\/strong> umo\u017e\u0148uje rovn\u011b\u017e sd\u00edlen\u00e9 vyu\u017e\u00edv\u00e1n\u00ed fotovoltaiky.
