Syst\u00e9m byl p\u016fvodn\u011b pl\u00e1nov\u00e1n na rok 2027 a v budoucnu m\u00e1 zpopel\u0148ovat emise CO\u2082 v t\u011bchto sektorech celoevropsky prost\u0159ednictv\u00edm obchodovateln\u00fdch povolenek a dlouhodob\u011b nahradit vnitrost\u00e1tn\u00ed dan\u011b z CO\u2082. Kv\u016fli klauzuli o cen\u00e1ch energi\u00ed by Evropsk\u00e1 komise m\u011bla do 15. \u010dervence 2026 \u010das na odlo\u017een\u00ed zaveden\u00ed syst\u00e9mu. Nov\u00fd n\u00e1vrh na odlo\u017een\u00ed ministr\u016f EU je <strong>Schv\u00e1len\u00ed Evropsk\u00e9ho parlamentu<\/strong> nyn\u00ed v\u0161ak <strong>velmi pravd\u011bpodobn\u011b<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zpo\u017ed\u011bn\u00fdm zaveden\u00edm minist\u0159i reaguj\u00ed na p\u0159etrv\u00e1vaj\u00edc\u00ed vysok\u00e9 ceny energi\u00ed a na po\u017eadavky n\u011bkter\u00fdch \u010dlensk\u00fdch st\u00e1t\u016f, zejm\u00e9na ze st\u0159edn\u00ed a v\u00fdchodn\u00ed Evropy, kter\u00e9 po\u017eaduj\u00ed opatrn\u011bj\u0161\u00ed p\u0159echod. Z\u00e1rove\u0148 Rada zopakovala celkov\u00fd c\u00edl sn\u00ed\u017eit evropsk\u00e9 emise sklen\u00edkov\u00fdch plyn\u016f do roku 2040 o 90 procent ve srovn\u00e1n\u00ed s rokem 1990. Rozhodnut\u00ed je sou\u010d\u00e1st\u00ed pl\u00e1novan\u00e9ho unijn\u00edho z\u00e1kona o klimatu pro rok 2040, o kter\u00e9m by m\u011blo b\u00fdt do konce roku dojedn\u00e1no v Evropsk\u00e9m parlamentu.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">ETS II EU m\u00e1 struktur\u00e1ln\u00ed v\u00fdznam<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">EU ETS II je druhou etapou roz\u0161\u00ed\u0159en\u00ed evropsk\u00e9ho syst\u00e9mu pro obchodov\u00e1n\u00ed s emisemi, kter\u00fd dosud pokr\u00fdv\u00e1 energeticky n\u00e1ro\u010dn\u00fd pr\u016fmysl a energetiku. Nov\u00fd d\u00edl\u010d\u00ed trh m\u00e1 v budoucnu zahrnovat dopravu a vyt\u00e1p\u011bn\u00ed budov \u2013 tedy oblasti, kde dosud platila n\u00e1rodn\u00ed \u0159e\u0161en\u00ed. V N\u011bmecku se to t\u00fdk\u00e1 n\u00e1rodn\u00edho syst\u00e9mu obchodov\u00e1n\u00ed s emisemi podle<strong><a href=\"https:\/\/cubeconcepts.de\/cz\/behg-obchodovani-s-co%e2%82%82-certifikaty\/\">BEHG<\/a><\/strong>, kter\u00fd bude s nejv\u011bt\u0161\u00ed pravd\u011bpodobnost\u00ed pokra\u010dovat dal\u0161\u00ed rok.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Od 1. ledna 2026 je v N\u011bmecku <strong>zat\u00edm<\/strong> auk\u010dn\u00ed \u200b\u200bsyst\u00e9m uhl\u00edkov\u00e9 dan\u011b jako p\u0159echodn\u00e9 opat\u0159en\u00ed. Ceny certifik\u00e1t\u016f by m\u011bly b\u00fdt stanoveny v p\u0159edepsan\u00e9m cenov\u00e9m rozp\u011bt\u00ed <strong>mezi<\/strong><strong>55<\/strong><strong>a<\/strong><strong>65<\/strong><strong>Euro<\/strong> pro\u202ftun movovat, s dokoupnou cenou 68\u202feur, pokud jsou auk\u010dn\u00ed mno\u017estv\u00ed vy\u010derpan\u00e1. Zda bude st\u00e1le pevn\u00e1 cena povolenek CO\u2082 ve v\u00fd\u0161i 55\u202feur prodlou\u017eena o jeden rok, nebo zda bude p\u0159echodn\u00e9 obdob\u00ed platit dva roky, se nyn\u00ed mus\u00ed rozhodnout v n\u00e1sleduj\u00edc\u00edch t\u00fddnech.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dot\u010den\u00e9 spole\u010dnosti tak budou muset od roku 2026 nebo 2027 kalkulovat sv\u00e9 n\u00e1klady na CO\u2082 na z\u00e1klad\u011b v\u00fdsledk\u016f aukc\u00ed, co\u017e s sebou p\u0159in\u00e1\u0161\u00ed zv\u00fd\u0161enou cenovou nejistotu. Teprve s EU ETS II od roku 2028 bude cena povolenek CO\u2082 pln\u011b ur\u010dov\u00e1na voln\u011b podle nab\u00eddky a popt\u00e1vky na evropsk\u00e9m trhu. R\u016fzn\u00e9 studie dosud po\u010d\u00edtaly p\u0159i zaveden\u00ed syst\u00e9mu v roce 2027 s n\u00e1klady na CO\u2082 ve v\u00fd\u0161i <strong>200 a\u017e 350 eur<\/strong> pro tunu. Zda se tato o\u010dek\u00e1van\u00e1 cenov\u00e1 exploze zm\u00edrn\u00ed kv\u016fli odlo\u017een\u00e9mu zaveden\u00ed EU ETS II, se teprve uvid\u00ed.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">D\u016fvody pro odlo\u017een\u00ed ETS II<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">N\u011bkolik politick\u00fdch a ekonomick\u00fdch faktor\u016f vede k tomuto rozhodnut\u00ed:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>P\u0159etrv\u00e1vaj\u00edc\u00ed vysok\u00e9 ceny energi\u00ed od roku 2022 zat\u011b\u017euj\u00ed dom\u00e1cnosti a mal\u00e9 podniky v EU.<\/li>\n\n\n\n<li>Zem\u011b jako Polsko, \u010cesko a Ma\u010farsko po\u017eaduj\u00ed v\u00edce \u010dasu na p\u0159\u00edpravu soci\u00e1ln\u00edho vyrovn\u00e1n\u00ed pro dom\u00e1cnosti s ni\u017e\u0161\u00edmi p\u0159\u00edjmy.<\/li>\n\n\n\n<li>Soci\u00e1ln\u00ed klimatick\u00fd fond, kter\u00fd m\u00e1 p\u0159esn\u011b tento \u00fa\u010del vyrovn\u00e1n\u00ed zajistit, bude spu\u0161t\u011bn v roce 2026 a vy\u017eaduje dodate\u010dn\u00fd administrativn\u00ed \u010das na p\u0159\u00edpravu.<\/li>\n\n\n\n<li>N\u00e1rodn\u00ed org\u00e1ny mus\u00ed p\u0159izp\u016fsobit sv\u00e9 reportovac\u00ed syst\u00e9my, datov\u00e9 standardy a \u00fa\u010dtovac\u00ed mechanismy nadch\u00e1zej\u00edc\u00edmu standardu EU.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Politika si od odkladu slibuje uspo\u0159\u00e1dan\u011bj\u0161\u00ed implementaci, ani\u017e by se t\u00edm zm\u011bnil dlouhodob\u00fd sm\u011br dekarbonizace. Analytici nyn\u00ed o\u010dek\u00e1vaj\u00ed, \u017ee pr\u016fm\u011brn\u00e1 cena CO\u2082 v zaveden\u00e9m syst\u00e9mu EU ETS I (pr\u016fmyslov\u00fd a energetick\u00fd sektor) z\u016fstane kr\u00e1tkodob\u011b stabiln\u00ed a zpo\u017ed\u011bn\u00ed ETS II m\u00edrn\u011b zm\u00edrn\u00ed po\u010d\u00e1te\u010dn\u00ed ceny. Nov\u00e9 progn\u00f3zy a anal\u00fdzy v n\u00e1sleduj\u00edc\u00edch t\u00fddnech podrobn\u011bji prozkoumaj\u00ed dopad posunut\u00e9ho spu\u0161t\u011bn\u00ed EU ETS II na ceny emisn\u00edch povolenek.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Posunut\u00ed startu ETS II na rok 2028 vyvol\u00e1v\u00e1 dv\u011b dal\u0161\u00ed ot\u00e1zky, kter\u00e9 mus\u00ed politici nal\u00e9hav\u011b objasnit:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Co se d\u011bje se Spole\u010densk\u00fdm klimatick\u00fdm fondem, kter\u00fd m\u00e1 od roku 2026 ro\u010dn\u011b poskytovat p\u0159ibli\u017en\u011b 86 miliard eur z v\u00fdnos\u016f ETS, aby sn\u00ed\u017eil finan\u010dn\u00ed z\u00e1t\u011b\u017e n\u00edzkop\u0159\u00edjmov\u00fdch dom\u00e1cnost\u00ed a podpo\u0159il programy energetick\u00e9 \u00fa\u010dinnosti.<\/li>\n\n\n\n<li>Je nyn\u00ed \u010dasov\u00fd harmonogram pro spojen\u00ed ETS I a ETS II, p\u016fvodn\u011b pl\u00e1novan\u00fd na rok 2031, tak\u00e9 ohro\u017een?<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Odlo\u017een\u00fd start nov\u00e9ho syst\u00e9mu EU ETS II jako politick\u00fd balancovac\u00ed akt<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Odklad ETS II sice nen\u00ed zjevn\u00fdm krokem zp\u011bt v evropsk\u00e9 klimatick\u00e9 politice, ale je to mo\u017en\u00e1 nezbytn\u00fd mezikrok. Umo\u017e\u0148uje stabilizovat technickou infrastrukturu a soci\u00e1ln\u00ed doprovodn\u00e1 opat\u0159en\u00ed, ani\u017e by se zm\u011bnila dlouhodob\u00e1 sm\u011br. Pokud se to poda\u0159\u00ed a \u00fa\u010dinky se pouze neposunou o rok, je to pozitivn\u00ed sign\u00e1l pro evropskou ekonomiku.
