To vede k tomu, \u017ee vlastn\u00ed vyroben\u00e1 sol\u00e1rn\u00ed energie z\u016fst\u00e1v\u00e1 zcela nevyu\u017eita, p\u0159esto\u017ee by mohla b\u00fdt spot\u0159ebov\u00e1na na m\u00edst\u011b.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aktualnost t\u00e9matu ukazuj\u00ed aktu\u00e1ln\u00ed \u010d\u00edsla Spolkov\u00e9 agentury pro s\u00edt\u011b: V roce 2024 museli provozovatel\u00e9 s\u00edt\u00ed zav\u00e9st opat\u0159en\u00ed pro \u0159\u00edzen\u00ed p\u0159et\u00ed\u017een\u00ed s\u00edt\u011b v objemu p\u0159es <strong>30 000 gigawatthodin<\/strong> uchopit. Omezen\u00ed v\u00fdkonu fotovoltaick\u00fdch elektr\u00e1ren p\u0159itom vzrostlo na t\u00e9m\u011b\u0159 <strong>1\u00a0400 gigawatthodin<\/strong> \u2013 n\u00e1r\u016fst o t\u00e9m\u011b\u0159 <strong>100 procent<\/strong> v porovn\u00e1n\u00ed s p\u0159edchoz\u00edm rokem. Hlavn\u00edmi hnac\u00edmi motory byly masivn\u00ed n\u00e1r\u016fst instalovan\u00e9ho v\u00fdkonu fotovoltaiky a mimo\u0159\u00e1dn\u011b vysok\u00e9 slune\u010dn\u00ed z\u00e1\u0159en\u00ed v l\u00e9t\u011b 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I ekonomicky to nen\u00ed okrajov\u00e1 z\u00e1le\u017eitost: Celkov\u00e9 n\u00e1klady na \u0159\u00edzen\u00ed omezen\u00ed p\u0159enosov\u00e9 kapacity \u010dinily v roce 2024 <strong>2,8 miliardy eur<\/strong>. Jen na omezov\u00e1n\u00ed obnoviteln\u00fdch zdroj\u016f tekly <strong>554 milion\u016f eur<\/strong> vyrovn\u00e1vac\u00ed platby \u2013 navzdory klesaj\u00edc\u00edm velkoobchodn\u00edm cen\u00e1m. Pro provozovatele to znamen\u00e1: Kdo nem\u00e1 technick\u00e9 \u0159e\u0161en\u00ed pro odstaven\u00ed <strong>v m\u00edst\u011b p\u0159ipojen\u00ed<\/strong> klobouk, riskuje zbyte\u010dn\u00e9 ztr\u00e1ty v\u00fdnos\u016f a promrhuje potenci\u00e1l vlastn\u00ed spot\u0159eby.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Pr\u00e1vn\u00ed r\u00e1mec: Jasn\u00e1 ochrana pro vlastn\u00ed spot\u0159ebu<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Evropsk\u00e9 i n\u011bmeck\u00e9 pr\u00e1vo poskytuj\u00ed zvl\u00e1\u0161tn\u00ed ochranu pro vlastn\u00ed spot\u0159ebu fotovoltaick\u00e9 elekt\u0159iny. V \u010dl\u00e1nku 13 <strong>Na\u0159\u00edzen\u00ed EU o vnit\u0159n\u00edm trhu s elekt\u0159inou (EU) 2019\/943<\/strong> je zakotveno, \u017ee i elekt\u0159ina vyroben\u00e1 ve vlastn\u00ed re\u017eii, kter\u00e1 nen\u00ed dod\u00e1v\u00e1na do s\u00edt\u011b, nen\u00ed v z\u00e1sad\u011b p\u0159edm\u011btem <a href=\"https:\/\/cubeconcepts.de\/cz\/preposlani-2-0-a-fotovoltaicke-systemy\/\">P\u0159eobjednat<\/a>- opat\u0159en\u00ed nebo odpojen\u00ed. Pouze pokud neexistuje absolutn\u011b \u017e\u00e1dn\u00e1 jin\u00e1 mo\u017enost, jak zaru\u010dit stabilitu s\u00edt\u011b, sm\u00ed se omezit nebo zcela vypnout i vlastn\u00ed spot\u0159eba.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Na str\u00e1nk\u00e1ch <strong>Z\u00e1kon o obnoviteln\u00fdch zdroj\u00edch energie (EEG)<\/strong> zavazuje provozovatele FVE od jist\u00e9ho v\u00fdkonu k <strong>\u00a7 9 EEG<\/strong>, disponovat technick\u00fdmi za\u0159\u00edzen\u00edmi, jejich\u017e pomoc\u00ed m\u016f\u017ee provozovatel s\u00edt\u011b d\u00e1lkov\u011b omezit v\u00fdkon dod\u00e1van\u00fd do s\u00edt\u011b. C\u00edlem je zabr\u00e1nit p\u0159et\u00ed\u017een\u00ed s\u00edt\u011b a zajistit jej\u00ed stabilitu. EEG v\u0161ak v\u00fdslovn\u011b neupravuje, \u017ee by se tato \u00faprava m\u011bla t\u00fdkat pouze dod\u00e1vky do s\u00edt\u011b \u2013 technick\u00e9 proveden\u00ed nech\u00e1v\u00e1 na provozovatel\u00edch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Na str\u00e1nk\u00e1ch <strong>Energetick\u00fd z\u00e1kon (EnWG)<\/strong> dopln\u00ed tato zad\u00e1n\u00ed: Po <strong>\u00a7 13 odst. 1 EnWG<\/strong> Oper\u00e1to\u0159i s\u00edt\u00ed jsou opr\u00e1vn\u011bni omezit \u010dinn\u00fd v\u00fdkon za\u0159\u00edzen\u00ed nebo je do\u010dasn\u011b odpojit od s\u00edt\u011b, pokud dojde k ohro\u017een\u00ed bezpe\u010dnosti s\u00edt\u011b. Zde v\u0161ak plat\u00ed, \u017ee opat\u0159en\u00ed mus\u00ed b\u00fdt p\u0159im\u011b\u0159en\u00e9 \u2013 tedy nesm\u00ed zasahovat do provozu v\u00edce, ne\u017e je nezbytn\u011b nutn\u00e9 k zaji\u0161t\u011bn\u00ed bezpe\u010dnosti s\u00edt\u011b. V praxi to znamen\u00e1, \u017ee sn\u00ed\u017een\u00ed by se m\u011blo t\u00fdkat pouze dod\u00e1vky do s\u00edt\u011b, nikoli vlastn\u00ed spot\u0159eby.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pokud v\u0161ak chyb\u00ed odpov\u00eddaj\u00edc\u00ed technick\u00e9 \u0159e\u0161en\u00ed, m\u016f\u017ee provozovatel s\u00edt\u011b ne\u00famysln\u011b zastavit i vlastn\u00ed spot\u0159ebu omezen\u00edm na st\u0159\u00edda\u010di. To vede nejen k ekonomick\u00fdm ztr\u00e1t\u00e1m, ale je to tak\u00e9 v rozporu se z\u00e1kladn\u00edm principem EEG, kter\u00fd podporuje vlastn\u00ed spot\u0159ebu jako p\u0159\u00edsp\u011bvek k energetick\u00e9 transformaci.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Pro\u010d je vlastn\u00ed spot\u0159eba v praxi p\u0159esto ovlivn\u011bna<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Navzdory t\u011bmto jasn\u00fdm pravidl\u016fm se v praxi st\u00e1v\u00e1, \u017ee provozovatel\u00e9 s\u00edt\u00ed omezuj\u00ed i vlastn\u00ed spot\u0159ebu. Hlavn\u00edm d\u016fvodem je technick\u00e9 proveden\u00ed: pokud se st\u0159\u00edda\u010d p\u0159\u00edmo omez\u00ed, sn\u00ed\u017e\u00ed se celkov\u00e1 produkce fotovoltaick\u00e9 elektr\u00e1rny \u2013 bez ohledu na to, zda je elekt\u0159ina dod\u00e1v\u00e1na do s\u00edt\u011b, nebo spot\u0159ebov\u00e1v\u00e1na na m\u00edst\u011b.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">V mnoha p\u0159\u00edpadech chyb\u00ed <strong>m\u011b\u0159ic\u00ed odd\u011blen\u00ed<\/strong> mezi dod\u00e1vkou do s\u00edt\u011b a vlastn\u00ed spot\u0159ebou. Bez vhodn\u00fdch \u0159\u00eddic\u00edch technologi\u00ed nemohou provozovatel\u00e9 rozvodn\u00fdch s\u00edt\u00ed p\u0159esn\u011b ur\u010dit, jak\u00e1 \u010d\u00e1st vyroben\u00e9 elekt\u0159iny skute\u010dn\u011b vt\u00e9k\u00e1 do s\u00edt\u011b. Nav\u00edc n\u011bkte\u0159\u00ed provozovatel\u00e9 rozvodn\u00fdch s\u00edt\u00ed pou\u017e\u00edvaj\u00ed standardizovan\u00e9 \u0159\u00eddic\u00ed p\u0159\u00edkazy, kter\u00e9 pau\u0161\u00e1ln\u011b sni\u017euj\u00ed celkov\u00fd v\u00fdkon. To m\u00e1 za n\u00e1sledek, \u017ee z\u00e1konem chr\u00e1n\u011bn\u00e1 vlastn\u00ed spot\u0159eba tak v re\u00e1lu nemus\u00ed z\u016fstat v\u017edy nedot\u010dena.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Technick\u00e9 po\u017eadavky pro ochranu vlastn\u00ed spot\u0159eby<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Aby byl vlastn\u00ed spot\u0159eba dostupn\u00e1 i v p\u0159\u00edpad\u011b regulace, mus\u00ed b\u00fdt FVE odpov\u00eddaj\u00edc\u00edm zp\u016fsobem vybavena. Z\u00e1kladem jsou inteligentn\u00ed m\u011b\u0159ic\u00ed syst\u00e9my, kter\u00e9 odli\u0161uj\u00ed vlastn\u00ed spot\u0159ebu od dod\u00e1vek do s\u00edt\u011b. Modern\u00ed za\u0159\u00edzen\u00ed lze nakonfigurovat tak, aby sni\u017eovala v\u00fdkon dod\u00e1van\u00fd do s\u00edt\u011b, ani\u017e by p\u0159eru\u0161ovala nap\u00e1jen\u00ed vlastn\u00edch spot\u0159ebitel\u016f. Pro z\u00e1kazn\u00edky to znamen\u00e1: maxim\u00e1ln\u00ed bezpe\u010dnost dod\u00e1vek a optim\u00e1ln\u00ed vyu\u017eit\u00ed fotovoltaick\u00e9 elektr\u00e1rny \u2013 nez\u00e1visle na vn\u011bj\u0161\u00edch omezen\u00edch s\u00edt\u011b.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Jak mohou firmy zabr\u00e1nit regulaci vlastn\u00ed spot\u0159eby<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Kdo se chce ujistit, \u017ee vlastn\u00ed spot\u0159eba nebude zbyte\u010dn\u011b omezena, m\u011bl by svou FVE technicky modernizovat a implementovat alespo\u0148 \u0159\u00edzen\u00ed dod\u00e1vky do s\u00edt\u011b. To zahrnuje jasnou komunikaci s provozovatelem distribu\u010dn\u00ed soustavy, jak\u00fd v\u00fdkon elektr\u00e1rny je vyhrazen v\u00fdhradn\u011b pro vlastn\u00ed spot\u0159ebu. Stejn\u011b tak je d\u016fle\u017eit\u00e1 pravideln\u00e1 kontrola konfigurace elektr\u00e1rny, proto\u017ee se legislativn\u00ed po\u017eadavky mohou m\u011bnit kv\u016fli novel\u00e1m EEG a \u00faprav\u00e1m v EnWG.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nep\u0159etr\u017eit\u00e1 dokumentace v\u0161ech technick\u00fdch opat\u0159en\u00ed a dohod s provozovatelem s\u00edt\u011b m\u016f\u017ee b\u00fdt v p\u0159\u00edpad\u011b konfliktu rozhoduj\u00edc\u00ed. Ukazuje nejen to, \u017ee za\u0159\u00edzen\u00ed spl\u0148uje z\u00e1konn\u00e9 po\u017eadavky, ale tak\u00e9 to, \u017ee byly vy\u010derp\u00e1ny v\u0161echny mo\u017enosti pro zaji\u0161t\u011bn\u00ed vlastn\u00ed spot\u0159eby.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Ne\u00fapln\u00e1 realizace vede k omezen\u00ed vlastn\u00edch zdroj\u016f fotovoltaick\u00e9 energie  <\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Velk\u00e9 komer\u010dn\u00ed fotovoltaick\u00e9 syst\u00e9my maj\u00ed pr\u00e1vn\u011b jasnou ochranu pro vlastn\u00ed spot\u0159ebu. Spole\u010dnosti, kter\u00e9 spol\u00e9haj\u00ed na vlastn\u00ed z\u00e1sobov\u00e1n\u00ed, by proto m\u011bly v\u010das investovat do inteligentn\u00edch m\u011b\u0159ic\u00edch syst\u00e9m\u016f, \u0159\u00edzen\u00ed energie, \u0159e\u0161en\u00ed \u00falo\u017ei\u0161\u0165 a \u0159\u00edzen\u00fdch st\u0159\u00edda\u010d\u016f.
