Kl\u00ed\u010dov\u00fdm krokem v tomto procesu je <strong>Test kompatibility se s\u00edt\u00ed (NVP) pro velk\u00e9 fotovoltaick\u00e9 syst\u00e9my<\/strong>, kterou p\u0159ed zah\u00e1jen\u00edm stavebn\u00edch prac\u00ed provede provozovatel distribu\u010dn\u00ed soustavy. Toto posouzen\u00ed zaji\u0161\u0165uje, \u017ee dod\u00e1vka sol\u00e1rn\u00ed elekt\u0159iny nebude m\u00edt negativn\u00ed dopad na stabilitu a spolehlivost s\u00edt\u011b. Potvrzen\u00ed je <strong>Povinn\u00e9<\/strong> pro za\u0159\u00edzen\u00ed s v\u00fdkonem <strong>od 30 kWp<\/strong> a obvykle slou\u017e\u00ed jako impuls pro sol\u00e1rn\u00ed projekt. Pl\u00e1nova\u010di a provozovatel\u00e9 by m\u011bli tak\u00e9 nal\u00e9hav\u011b zohlednit dobu zpracov\u00e1n\u00ed mezi term\u00ednem pod\u00e1n\u00ed a v\u00fdsledkem s\u00ed\u0165ov\u00e9 studie proveditelnosti v projektov\u00fdch pl\u00e1nech. Anal\u00fdzy s\u00ed\u0165ov\u00fdch oper\u00e1tor\u016f nyn\u00ed trvaj\u00ed<strong> \u010dty\u0159i a\u017e 15 t\u00fddn\u016f<\/strong>, dokud nen\u00ed dosa\u017eeno kladn\u00e9 NVP. Potvrzen\u00ed p\u0159ipojen\u00ed pak obvykle rychle n\u00e1sleduje po kladn\u00e9m posouzen\u00ed s\u00ed\u0165ov\u00e9 z\u00e1t\u011b\u017ee.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Po\u017eadovan\u00e9 dokumenty pro posouzen\u00ed s\u00ed\u0165ov\u00e9 kompatibility<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Jak\u00e9 podklady je t\u0159eba p\u0159edlo\u017eit pro posouzen\u00ed s\u00ed\u0165ov\u00e9 kompatibility, nen\u00ed pr\u00e1vn\u011b upraveno a li\u0161\u00ed se v z\u00e1vislosti na provozovateli s\u00edt\u011b. Ekonomi\u010dnost je nejd\u016fle\u017eit\u011bj\u0161\u00edm aspektem tohoto v\u00fdpo\u010dtu tzv. p\u0159ipojovac\u00edho bodu velk\u00fdch fotovoltaick\u00fdch elektr\u00e1ren k ve\u0159ejn\u00e9 s\u00edti. Po celkov\u00e9m v\u00fdkonu modul\u016f v maximu posuzuje provozovatel s\u00edt\u011b dopady pl\u00e1novan\u00e9 fotovoltaick\u00e9 elektr\u00e1rny na stabilitu, bezpe\u010dnost a kapacitu s\u00edt\u011b. V nejlep\u0161\u00edm p\u0159\u00edpad\u011b se takov\u00fd vhodn\u00fd p\u0159ipojovac\u00ed bod nach\u00e1z\u00ed p\u0159\u00edmo v are\u00e1lu firmy nebo st\u00e1vaj\u00edc\u00ed p\u0159\u00edpojka k s\u00edti posta\u010d\u00ed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">pr\u00e1v\u011b u pl\u00e1novan\u00fdch velk\u00fdch fotovoltaick\u00fdch elektr\u00e1ren v <strong>Oblasti s vysokou hustotou fotovoltaiky<\/strong> nebo s <strong>n\u00edzk\u00e9 s\u00ed\u0165ov\u00e9 rezervy<\/strong> to v\u0161ak v\u011bt\u0161inou nen\u00ed p\u0159\u00edpad, tak\u017ee provozovatel s\u00edt\u011b mus\u00ed sv\u00e9 kapacity speci\u00e1ln\u011b roz\u0161\u00ed\u0159it. Takov\u00e1 integrace pak vy\u017eaduje pokl\u00e1dku dal\u0161\u00edch kabel\u016f a v\u00fdstavbu dal\u0161\u00ed infrastruktury, co\u017e s sebou nese nutnost z\u00edskat dal\u0161\u00ed povolen\u00ed a uzav\u0159\u00edt dal\u0161\u00ed dohody. To cel\u00fd proces posuzov\u00e1n\u00ed slu\u010ditelnosti se s\u00edt\u00ed zdr\u017euje, proto\u017ee provozovatel\u00e9 s\u00edt\u00ed takov\u00fd fotovoltaick\u00fd projekt <strong>\u00fa\u010dtovat zvl\u00e1\u0161\u0165<\/strong> mus\u00ed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zvl\u00e1\u0161t\u011b slo\u017eit\u00e1 je situace nap\u0159\u00edklad tehdy, kdy\u017e se p\u0159id\u011blen\u00fd bod p\u0159ipojen\u00ed nach\u00e1z\u00ed na pozemku nez\u00fa\u010dastn\u011bn\u00e9 t\u0159et\u00ed strany. V takov\u00e9m p\u0159\u00edpad\u011b je nutn\u00e9 nejen dos\u00e1hnout dohody s vlastn\u00edkem pozemku, ale p\u0159\u00edpadn\u011b tak\u00e9 vy\u0159\u00eddit <strong>Smlouva o povolen\u00ed<\/strong> s p\u0159\u00edslu\u0161n\u00fdmi \u00fa\u0159ady nebo institucemi. Proto je pro p\u0159ekon\u00e1n\u00ed potenci\u00e1ln\u00edch p\u0159ek\u00e1\u017eek nezbytn\u00e9 d\u016fkladn\u011b porozum\u011bt m\u00edstn\u00edm podm\u00ednk\u00e1m a pr\u00e1vn\u00edmu r\u00e1mci a prov\u00e9st promy\u0161len\u00e9 pl\u00e1nov\u00e1n\u00ed fotovoltaick\u00e9ho syst\u00e9mu.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">M\u011bla by v podnikov\u00e9m elektrick\u00e9m syst\u00e9mu b\u00fdt dosud \u017e\u00e1dn\u00e1 <strong>Po\u010d\u00edtadlo RLM<\/strong> bude nainstalov\u00e1n, obdr\u017e\u00ed nov\u00fd provozovatel velk\u00e9ho fotovoltaick\u00e9ho za\u0159\u00edzen\u00ed nejpozd\u011bji po schv\u00e1len\u00ed dod\u00e1vky energie od dodavatele energie obousm\u011brn\u00fd elektrom\u011br v bl\u00edzkosti p\u0159ed\u00e1vac\u00edho m\u00edsta. Um\u00edst\u011bn\u00ed tohoto elektrom\u011bru by m\u011blo b\u00fdt smluvn\u011b stanoveno. Tento RLM-m\u011b\u0159i\u010d m\u011b\u0159\u00ed odebranou a dodanou elekt\u0159inu v \u010dtvrt hodinov\u00fdch intervalech, je pronaj\u00edm\u00e1n provozovatelem s\u00edt\u011b za ro\u010dn\u00ed poplatek a \u00fa\u010dtov\u00e1n v r\u00e1mci dodavatelsk\u00e9 smlouvy. Je sou\u010d\u00e1st\u00ed inteligentn\u00edho m\u011b\u0159ic\u00edho syst\u00e9mu, je d\u00e1lkov\u011b ovladateln\u00fd a je povinn\u00fd v cel\u00e9 zemi podle na\u0159\u00edzen\u00ed o p\u0159\u00edstupu k elektrick\u00e9 s\u00edti (StromNZV). V\u00edce o tom v na\u0161em \u010dl\u00e1nku \u201c<a href=\"https:\/\/cubeconcepts.de\/cz\/inteligentni-merice-jsou-v-odvetvi-jiz-dlouho-standardem\/\">Chytr\u00e9 m\u011b\u0159i\u010de: Dlouhodob\u00fd standard v oboru<\/a>\u201c<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Co se stane v p\u0159\u00edpad\u011b negativn\u00edho v\u00fdsledku posouzen\u00ed vlivu na s\u00ed\u0165 (NVP) u velk\u00fdch fotovoltaick\u00fdch elektr\u00e1ren?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Provozovatel distribu\u010dn\u00ed s\u00edt\u011b m\u016f\u017ee v ur\u010dit\u00fdch p\u0159\u00edpadech odm\u00edtnout p\u0159ipojen\u00ed velk\u00e9ho fotovoltaick\u00e9ho za\u0159\u00edzen\u00ed k elektrick\u00e9 s\u00edti, jak je stanoveno v \u00a7 9 odst. 3 z\u00e1kona o obnoviteln\u00fdch zdroj\u00edch energie (EEG). K tomuto odm\u00edtnut\u00ed m\u016f\u017ee doj\u00edt, pokud n\u00e1klady na roz\u0161\u00ed\u0159en\u00ed s\u00edt\u011b p\u0159es\u00e1hnou 25 % n\u00e1klad\u016f na za\u0159\u00edzen\u00ed. To je mo\u017en\u00e9 zejm\u00e9na v regionech s vysokou hustotou fotovoltaick\u00fdch za\u0159\u00edzen\u00ed, jako je nap\u0159\u00edklad ji\u017en\u00ed N\u011bmecko, kde je st\u00e1vaj\u00edc\u00ed s\u00ed\u0165 ji\u017e pln\u011b vyt\u00ed\u017eena.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">V takov\u00fdch situac\u00edch m\u00e1 \u017eadatel nejprve sm\u016flu. <a href=\"https:\/\/www.clearingstelle-eeg-kwkg.de\/\" target=\"_blank\" rel=\"noreferrer noopener\">Clearingstelle EEG\/KWKG<\/a> a novelizace EEG nyn\u00ed stanov\u00ed, \u017ee provozovatel s\u00edt\u011b mus\u00ed p\u0159edlo\u017eit d\u016fkaz o n\u00e1kladech na roz\u0161\u00ed\u0159en\u00ed s\u00edt\u011b. Nicm\u00e9n\u011b provozovateli distribu\u010dn\u00ed s\u00edt\u011b (VNB) je ud\u011bleno p\u0159im\u011b\u0159en\u00e9 \u010dasov\u00e9 obdob\u00ed na p\u0159izp\u016fsoben\u00ed sv\u00e9 s\u00edt\u011b dodate\u010dn\u00e9 z\u00e1t\u011b\u017ei. Podle \u00a7 9 EEG mus\u00ed zajistit \u201cneprodlen\u00e9\u201d poskytnut\u00ed p\u0159\u00edpojky, co\u017e znamen\u00e1, \u017ee nesm\u00ed zp\u016fsobit \u017e\u00e1dn\u00e9 zavin\u011bn\u00e9 prodlen\u00ed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Provozovatel s\u00edt\u011b nesm\u00ed odm\u00edtnout povolen\u00ed k p\u0159ipojen\u00ed bez v\u00e1\u017en\u00e9ho d\u016fvodu. Podle z\u00e1konn\u00fdch p\u0159edpis\u016f mus\u00ed b\u00fdt p\u0159ipojen\u00ed a dod\u00e1vka elekt\u0159iny z velk\u00fdch fotovoltaick\u00fdch elektr\u00e1ren pro provozovatele s\u00edt\u011b ekonomicky \u00fanosn\u00e9. I kdy\u017e nem\u00e1 dostate\u010dn\u00e9 vlastn\u00ed kapacity pro roz\u0161\u00ed\u0159en\u00ed s\u00edt\u011b, mus\u00ed nezbytn\u00e9 pr\u00e1ce zadat extern\u011b. V takov\u00e9m p\u0159\u00edpad\u011b je provozovatel s\u00edt\u011b povinen p\u0159ijmout ve\u0161ker\u00e1 nezbytn\u00e1 opat\u0159en\u00ed k minimalizaci zpo\u017ed\u011bn\u00ed a zaji\u0161t\u011bn\u00ed povolen\u00ed k p\u0159ipojen\u00ed. To mus\u00ed zdokumentovat a zve\u0159ejnit.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Rozd\u011blen\u00ed n\u00e1klad\u016f na roz\u0161\u00ed\u0159en\u00ed<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">V souladu s ustanoven\u00edmi EEG jsou <strong>Provozovatel s\u00edt\u011b je povinen<\/strong>, odebrat sol\u00e1rn\u00ed energii z fotovoltaick\u00fdch elektr\u00e1ren. Dod\u00e1vka by m\u011bla b\u00fdt obecn\u011b zaji\u0161t\u011bna prost\u0159ednictv\u00edm domovn\u00ed p\u0159\u00edpojky, p\u0159i\u010dem\u017e provozovatel elektr\u00e1rny nese n\u00e1klady na elektroinstalaci do nejbli\u017e\u0161\u00edho bodu dod\u00e1vky. Pokud je v\u0161ak tento bod dod\u00e1vky d\u00e1le, mus\u00ed dodavatel energie n\u00e9st vznikl\u00e9 dodate\u010dn\u00e9 n\u00e1klady.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">K tomu zprost\u0159edkovatel koncem roku 2023 zve\u0159ejnil doporu\u010den\u00ed k \u201cNesen\u00ed n\u00e1klad\u016f p\u0159i p\u0159ipojen\u00ed FVE k s\u00edti\u201d. Byly p\u0159i tom zohledn\u011bny p\u0159ipom\u00ednky od spolkov\u00e9 agentury pro s\u00edt\u011b, BDEW a dal\u0161\u00edch sdru\u017een\u00ed. Doporu\u010den\u00ed se zab\u00fdv\u00e1 p\u0159edev\u0161\u00edm FVE v oblasti n\u00edzk\u00e9ho nap\u011bt\u00ed, nicm\u00e9n\u011b pokr\u00fdv\u00e1 i p\u0159\u00edpady pou\u017eit\u00ed v oblasti st\u0159edn\u00edho nap\u011bt\u00ed. Znovu se potvrzuje, \u017ee podle EEG spad\u00e1 cel\u00e1 oblast p\u0159ed p\u0159\u00edpojnou sk\u0159\u00edn\u00ed do p\u016fsobnosti provozovatele s\u00edt\u011b.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To m\u00e1 dopad na rozd\u011blen\u00ed n\u00e1klad\u016f, kter\u00e9 podle \u00a7 16 EEG maj\u00ed n\u00e9st p\u0159edev\u0161\u00edm provozovatel s\u00edt\u011b. To zahrnuje mimo jin\u00e9 pr\u00e1ce souvisej\u00edc\u00ed s p\u0159ipojen\u00edm za\u0159\u00edzen\u00ed pro v\u00fdrobu elekt\u0159iny z obnoviteln\u00fdch zdroj\u016f k bodu propojen\u00ed se s\u00edt\u00ed, IT za\u010dlen\u011bn\u00ed a kontrolu dokument\u016f podle \u00a7 10 odst. 2 EEG. U za\u0159\u00edzen\u00ed pro v\u00fdrobu elekt\u0159iny z obnoviteln\u00fdch zdroj\u016f, jejich\u017e p\u0159ipojen\u00ed se \u0159\u00edd\u00ed v\u00fdhradn\u011b EEG, se na\u0159\u00edzen\u00ed o p\u0159\u00edsp\u011bvc\u00edch na stavebn\u00ed n\u00e1klady podle \u00a7 11 NAV nepou\u017eije. Pau\u0161\u00e1ln\u00ed poplatky jsou povoleny pouze tehdy, pokud transparentn\u011b a jednozna\u010dn\u011b ukazuj\u00ed n\u00e1klady podle odpov\u011bdnost\u00ed.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">N\u00e1klady na posouzen\u00ed p\u0159ipojitelnosti do s\u00edt\u011b (NVP)<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Z\u00e1kladn\u011b nemohou provozovatel\u00e9 s\u00edt\u011b \u00fa\u010dtovat poplatky za prvotn\u00ed \u017e\u00e1dosti o posouzen\u00ed s\u00ed\u0165ov\u00e9 kompatibility, jak stanovila clearingov\u00e1 komora EEG\/KWKG. V tomto p\u0159\u00edpad\u011b ur\u010d\u00ed provozovatel\u00e9 za\u0159\u00edzen\u00ed, kte\u0159\u00ed cht\u011bj\u00ed dod\u00e1vat energii do s\u00edt\u011b, bu\u010f vhodn\u00e9 a st\u00e1vaj\u00edc\u00ed, nebo v\u00fdhodn\u00e9 a technicky-ekonomicky provediteln\u00e9 body p\u0159ipojen\u00ed. Tyto body se mohou nach\u00e1zet na pozemku, kter\u00fd je p\u0159edm\u011btem posouzen\u00ed, nebo v jeho bl\u00edzkosti.
