M\u00edsto toho st\u00e1le spolkov\u00e9 zem\u011b rozhoduj\u00ed o konkr\u00e9tn\u00edch povinnostech, lh\u016ft\u00e1ch a oblastech pou\u017eit\u00ed. Sou\u010dasn\u011b se v\u00fdrazn\u011b zvy\u0161uje regula\u010dn\u00ed tlak, proto\u017ee \u010dlensk\u00e9 st\u00e1ty <strong>Evropsk\u00e1 unie<\/strong> mus\u00ed po\u017eadavky novelizovan\u00e9ho <strong>Sm\u011brnice pro budovy<a href=\"https:\/\/cubeconcepts.de\/cz\/smernice-eu-o-stavebnictvi\/\">EPBD<\/a>)<\/strong> nejpozd\u011bji <strong>29. kv\u011btna 2026<\/strong> p\u0159ev\u00e9st do n\u00e1rodn\u00edho pr\u00e1va. Ta ukl\u00e1d\u00e1 povinnost v\u00fdrazn\u011b roz\u0161\u00ed\u0159it vyu\u017e\u00edv\u00e1n\u00ed sol\u00e1rn\u00ed energie na budov\u00e1ch, zejm\u00e9na u nov\u00fdch staveb a rozs\u00e1hl\u00fdch renovac\u00ed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nez\u00e1visle na celost\u00e1tn\u00ed povinnosti z\u016fst\u00e1v\u00e1 technick\u00fd potenci\u00e1l obrovsk\u00fd. Anal\u00fdzy think-tanku Agora Energiewende nad\u00e1le ukazuj\u00ed, \u017ee jen st\u0159e\u0161n\u00ed plochy v N\u011bmecku p\u0159edstavuj\u00ed <strong>Fotovoltaick\u00fd potenci\u00e1l<\/strong> v <strong>t\u0159\u00edm\u00edstn\u00fd gigawattov\u00fd rozsah<\/strong> vlastnit. I konzervativn\u00ed sc\u00e9n\u00e1\u0159e p\u0159edpokl\u00e1daj\u00ed, \u017ee st\u0159e\u0161n\u00ed syst\u00e9my mohou v\u00fdznamn\u011b p\u0159isp\u011bt k c\u00edli rozvoje p\u0159ibli\u017en\u011b 215 GW instalovan\u00e9ho fotovoltaick\u00e9ho v\u00fdkonu do roku 2030. V t\u00e9to souvislosti pokra\u010duje debata o energetick\u00e9 politice t\u00fdkaj\u00edc\u00ed se obecn\u00e9 povinnosti instalovat sol\u00e1rn\u00ed panely na budovy.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Pr\u016fmysl a podnik\u00e1n\u00ed v centru pozornosti povinnosti sol\u00e1rn\u00ed energie<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">V regula\u010dn\u00ed praxi se nad\u00e1le soust\u0159ed\u00edme p\u0159edev\u0161\u00edm na pr\u016fmyslov\u00e9 a komer\u010dn\u00ed nemovitosti. D\u016fvodem je jejich v\u00fdrazn\u011b v\u011bt\u0161\u00ed st\u0159e\u0161n\u00ed plocha ve srovn\u00e1n\u00ed s obytn\u00fdmi budovami. Logistick\u00e9 nemovitosti, v\u00fdrobn\u00ed haly a ve\u0159ejn\u00e9 budovy maj\u00ed v pr\u016fm\u011bru <strong>N\u00e1sobky dostupn\u00e9 plochy st\u0159echy<\/strong> typick\u00e9ho rodinn\u00e9ho domu. Proto mnoho spolkov\u00fdch zem\u00ed zav\u00e1d\u00ed povinnost instalace fotovoltaick\u00fdch syst\u00e9m\u016f nejprve pro pr\u016fmysl a podniky a teprve pozd\u011bji ji roz\u0161i\u0159uje i na obytn\u00e9 budovy. Krom\u011b toho n\u011bkter\u00e9 zemsk\u00e9 z\u00e1kony zahrnuj\u00ed do t\u00e9to povinnosti tak\u00e9 zpevn\u011bn\u00e9 plochy, jako jsou velk\u00e1 parkovi\u0161t\u011b, pokud se jedn\u00e1 o novostavby. Od roku 2027 bude poprv\u00e9 platit jednotn\u00e1 celost\u00e1tn\u00ed \u00faprava. Co konkr\u00e9tn\u011b znamen\u00e1 \u00a7 106 GModG pro komer\u010dn\u00ed nemovitosti, si m\u016f\u017eete p\u0159e\u010d\u00edst v \u010dl\u00e1nku, na kter\u00fd odkazujeme v\u00fd\u0161e. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Na\u0159\u00edzen\u00ed o povinnosti sol\u00e1rn\u00edch panel\u016f plat\u00ed v N\u011bmecku ve v\u011bt\u0161in\u011b spolkov\u00fdch zem\u00edch pro nov\u00e9 budovy a p\u0159i rozs\u00e1hl\u00fdch rekonstrukc\u00edch. Konkr\u00e9tn\u00ed pravidla se v\u0161ak mezi jednotliv\u00fdmi spolkov\u00fdmi zem\u011bmi li\u0161\u00ed.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Z\u00e1konn\u00e9 po\u017eadavky se li\u0161\u00ed <strong>region\u00e1ln\u00ed<\/strong> v\u00fdznamn\u011b. V z\u00e1vislosti na spolkov\u00e9 zemi se li\u0161\u00ed mimo jin\u00e9 lh\u016fty pro stavebn\u00ed povolen\u00ed, minim\u00e1ln\u00ed pod\u00edl zastav\u011bn\u00e9 st\u0159echy, prahov\u00e9 hodnoty pro plochu budovy nebo po\u010det parkovac\u00edch m\u00edst a tak\u00e9 v\u00fdjimky, nap\u0159\u00edklad v p\u0159\u00edpad\u011b pam\u00e1tkov\u00e9 ochrany, statick\u00fdch omezen\u00ed nebo ekonomick\u00e9 nep\u0159im\u011b\u0159enosti. Li\u0161\u00ed se tak\u00e9 \u0159e\u0161en\u00ed ot\u00e1zky, zda se t\u00fdk\u00e1 pouze novostaveb, nebo i dodate\u010dn\u00fdch renovac\u00ed st\u0159ech.
